Job Description:

The Oregon State Hospital (OSH) is seeking to hire a Treatment Mall Manager (TXM Manager), to assist in coordinating centralized services to patients that live at the hospital. These services are housed within a Treatment Mall that supports all patients in specific living units, outside of their housing area(s) within the hospitals secured perimeter.

What is a Treatment Mall? A Treatment Mall is a location within the hospital, outside of the living unit(s), where patients congregate, under the supervision of staff and is a model of centralized psychosocial and rehabilitation group treatment delivery. It is a way to coordinate and deliver services including, but not limited to: Art, Music and Recreation Therapy, Occupational Therapy, Nursing, Psychology, Social Work.

What will you do?

For a minimum of four hours each day, up to 180 patients and 100 staff members are located within Treatment Malls for groups, therapies, and classes, making security and safety issues, related to patient movement and transport critical to consider. You will need to understand therapy needs in order to effectively collaborate with clinical, administrative, and support staff and make necessary operational adjustments, to ensure that patients are able to receive assigned therapies and services. Additional responsibilities include, assuring Treatment Mall group curriculum is approved by relevant clinical supervisors, ordering group materials, and providing structure and support to staff and patients at the mall.

FISCAL MANAGEMENT

* Approve all budget expenses and requests for assigned Treatment Mall.

* Develop budget proposals and justifications based on prioritization of expenditure requests from staff and submit to Treatment Services Administration.

* Monitor and manage Treatment Mall budget within limitations in the areas of services and supplies, personnel services and capital outlay.

ADMINISTRATIVE

* Create, implement, evaluate, and modify the operational structure for the Treatment Mall.

* Establish, implement, and monitor treatment mall policies and procedures to assure that relevant standards, regulations, and laws are met.

* Monitor treatment mall procedures to ensure compliance with policies and procedures of Infection Control, body substance, isolation, and HIV.

* Provide input regarding OSH policy and procedure impact on treatment mall operations and potential impact on budget as needed.

* Maintain building and environmental integrity of the treatment mall, request repairs and alterations of environment to meet therapeutic needs and standards.

* Assure monthly security and safety procedures are completed in a timely fashion.

* Assure compliance with Joint Commission, Center for Medicare and Medicaid Services, fire and life safety and licensing standards.

* Ensure all supplies are ordered according to the daily functioning needs of the Treatment Mall.

* Maintain communication with all OSH departments to assure efficient operations.

* Assess treatment needs of patients participating in the treatment mall and request necessary staff and fiscal resources to assure adequate provision of services.

* Maintain a current working knowledge of OSH and OHA Policy and Procedures and Union Contracts.

* Provide written reports and regular updates of the Treatment Mall functioning to Treatment Services Administration.

* Complete other tasks as assigned by Treatment Services Administration, including but not limited to, interdepartmental committee, public relations, training, and program committees.

* Identify Risk Management Issues and report to appropriate hospital department.

* Conduct Risk Management reviews on incidents resulting in serious injury, breach of security or potential high risk to the treatment mall and assure corrective action is implemented.

CLINICAL

* Collaborate with Treatment Services Administration, Discipline Chiefs, and staff providing services in the treatment mall and other stakeholders in the development, implementation and evaluation of treatment mall services that meet the assessed treatment needs of the patient population.

* Assure curriculum is implemented as approved by Clinical Management and that is Evidence-Based or Best Practices.

* Assure that treatment services are coordinated with other hospital treatment mall programs and community mental health providers to assure continuity of services throughout hospitalization and after discharge.

* Develop treatment mall schedules for up to 180 patient group assignments, staff assignments and room assignments.

* Evaluate the effectiveness of treatment groups and modify treatment programming as necessary to assure treatment needs are met.

* Develop systems and oversee the safe, efficient transport of patients from treatment mall to units, downtown and vocational services.

* Develop and implement systems to assure patient's medical and other appointments occur.

* Coordinate patient schedules with education as needed.

* Develop and maintain patient and staff data collection systems and processes to support the treatment mall services.

* Implement patient satisfaction surveys and other quality improvement activities.

* Effectively intercede with family and patients and resolve concerns related to treatment mall services.

* Develop systems of effective communication between treatment mall staff, unit staff, Interdisciplinary Treatment Teams, Nursing Supervisors and discipline directors/supervisors to insure accurate and appropriate flow of information.

* Plan, organize and oversee, in collaboration with IDTs and treatment mall staff, patient group assignments each session.

* Assure documentation of treatment group participation in patient medical records.

* Make immediate decisions in consultation with discipline supervisors or treatment teams related to staff and patient group assignments, activity schedule and security measures necessary in a treatment mall environment to assure treatment mall functioning and patient and staff safety.

* Coordinate peer support services such as Recovery International, Dual Diagnosis Anonymous, AA, and NA with hospital and community providers for evening and weekend programming. Design and coordinate programming for patients during quarterly breaks in treatment mall services.

PERSONNEL MANAGEMENT

* Coordinate activities of up to 100 treatment staff from 10 disciplines working with up to 180 patients in up to 21 treatment groups daily.

* Interview, select, train, and provide direct supervision of Activity Coordinators, MHT-series and Treatment Analysts positions.

* Complete performance evaluations of staff under assigned authority.

* Provide feedback regarding Treatment Services Clinicians, Social Work, Spiritual Care, Dietary, Pharmacy, Medical, Psychology and RN staff functioning in groups and treatment mall services to individual discipline director and/or supervisor.

* Initiate personnel actions of subordinate staff, including implementation of progressive disciplines.

* Promotes sensitivity for cultural differences amongst staff and patients and their families.

Minimum Qualifications

Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
