Duties and Responsibilities

  • **Responsible for the development, oversight and management of funding strategies for implementation of energy projects. Identifies, pursues and secures dedicated, sustainable funding to support initiatives, including locating and obtaining extramural grants and other creative sources of funding.
  • **Manages and monitors the University's Green Revolving Funds and other energy management fund accounts. Manages the tracking, harnessing, and reinvesting economic savings produced by energy efficiency.
  • **Manages, administers, and grows the rebate programs between the University and Hawaii Energy. Builds relationships, streamlines processes, and increases the efficiency portfolio.
  • Executes the comprehensive strategic energy management plan to implement economically driven carbon neutrality and energy smart initiatives and operations that result in significant savings for the University system and its campuses.
  • Develops energy policies and procedures, working collaboratively with the Director of energy management, academic, research, student and administrative leaders, to reduce cost and promote sustainability and energy efficiency.
  • Serves as the specialist on energy monitoring, analysis and benchmarking. Monitors and maintains advance metering systems and renewable energy systems.
  • **Conducts progressive financial analysis and feasibility studies and business plans related to energy initiatives. These studies and plans shall identify life-cycle costs, energy savings and carbon reduction, and design and implementation considerations and schedules.
  • **Responsible for the development and tracking of performance, fiscal and operations metrics to evaluate and assess energy management success. Provides management reports that present the effectiveness and impact of energy initiatives and how they support and contribute to the State's overall goals.
  • Develops energy projects and leads cross-functional teams to address complex issues. Monitors and controls scope, schedule and budget over the course of project(s). Communicates with project sponsor(s) and stakeholder(s) to provide progress reports. Prioritizes effort to ensure continual alignment with organizational objectives. Captures lessons learned at the conclusion of projects to inform future efforts.
  • Other duties as assigned.

Minimum Qualifications
  • Possession of a baccalaureate degree in Economics, Accounting, Mathematics or related field and 5 years of progressively responsible professional experience with responsibilities for management and oversight of business accounting a growth; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of administrative office operations, report generation and data analysis as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with large complex organizations.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software, Microsoft Office or Google Productivity Suite and data visualization software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • At least 5 years of management and oversight of funding strategies for implementation. and securing funding to support initiatives, including locating and obtaining grants and other creative sources of funding.
  • Extensive knowledge of financial terms and calculate intermediate figures.
  • Working Knowledge of energy consuming building systems and industry standards for measurement & verification of energy savings.
  • Working Knowledge of sustainability/energy principles and concepts.
  • Demonstrated experience managing projects, implementing process improvements or overseeing change management efforts.
  • Demonstrated ability to handle sensitive situations with tact and discretion.
  • Demonstrated ability to express sound judgment and draw unbiased conclusions.
  • Strong written communication skills to develop business cases, technical reports and memos for senior management team members.
  • Strong quantitative and qualitative analysis skills with proven ability to use hard data and concrete references to back up assumptions.
  • Requires progressive analytical and quantitative skills.
Desirable Qualifications
  • Master's Degree Economics, Business Administration or a related field.
  • Demonstrated experience managing projects, implementing process improvements or overseeing change management efforts in a large organization or at an institution of higher education.
  • Knowledge of the University of Hawai‘i’s organizational functions and structure.
  • Knowledge of community-level priorities regarding energy management and sustainability issues.
