Job Summary

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for applications development programs and initiatives. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
The HR Systems Technical Manager is the lead technical expert for UCSF's HR and Occupational Health applications, providing technical consultation, business analysis, architectural review, and advocacy for HR technologies and integrations. The position has responsibility and development oversight for UCSF HR CRM (Salesforce), HR wellness applications, the HR Occupational Health solution suite, HR data integrations, and other HR technical solutions. Responsibilities include establishing coding and architecture standards; guiding design for maintainability, scalability, and security; and overseeing development, deployment, and operational performance.
As the technical team manager, the incumbent leads the selection of needed technical resources such as Salesforce and.NET developers, and directly manages a technical staff of 6-8 staff, contractors, and offshore team members who support day-to-day operations, problem resolution, system enhancements, and application upgrades.

Department Description

UCSF IT provides centralized IT services to all aspects of the UCSF mission including patient care, research and education in addition to support for enterprise-wide administrative systems. Additionally, UCSF IT
works closely with a variety of more specialized departmentally-based IT services to provide common services, IT architectures and frameworks in the areas of infrastructure technology, integration/interfaces, information management (e.g., master data management, clinical data warehousing), security, enterprise systems of record and IT service management processes and tools. Additionally, UCSF IT is actively engaged at the UC System level to identify and implement leveraged solutions and services and to leverage the experience and skillset across the UC system to meet the rapidly escalating information technology needs of the institution. This offers employees the opportunity to be exposed to and engaged in a broad swath of the UC business and advanced technologies and professionals within UCSF and the UC System.

Required Qualifications

  • Bachelor's degree in a related area and/or equivalent experience/training.
  • Typically 2-5 years of experience managing an Information Technology team
  • Requires knowledge of applications programming function, database design, infrastructure environments, organizational effectiveness, and health and safety.
  • Thorough knowledge of HR systems subject area, including HR CRM, Occupational Health systems, and HCM platforms, sufficient for strategic planning, technology assessment and direction.
  • Ability to understand the process involved in adapting, integrating, and modifying existing programs or vendor-supplied products for use within the technical environment.
  • Experience in analyzing buy vs. build procurement for products for effective and efficient technology use.
  • Significant experience with the integration of highly complex, diverse, internally and externally developed implementations of business functions to build enterprise-class, scalable systems.
  • Demonstrated ability to translate business needs into long-term architecture solutions. Expertise relating to the design and development of software across the organization
  • Critical thinking, persuasion/negotiation, conflict resolution, mentoring and staff development, leadership/management, problem-solving, human resources policies and procedures relating to management responsibilities.
  • Verbal and written communication, quantitative abilities, analytical, strong mechanical applications programming systems skills.
  • Demonstrated skill in managing technical staff.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, including the identification and integration of suitable emerging technologies.
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
  • Strong knowledge and understanding of service delivery principles.

Preferred Qualifications

  • Advanced degree preferred.
  • Salesforce Certified Administrator
  • Microsoft Certified Technology Specialist - web/distributed applications
  • Microsoft Certified Technology Specialist - SQL Server
  • Must have knowledge of campus, medical center or Office of the President and systemwide protocols and procedures for budget and account management.
  • Experienced in leading change management activities and managing their impact across the unit or department.
  • Requires skills in web software, web software language and object oriented software concepts. May require knowledge of network protocols and how they are used on a large (campus / medical center / OP-wide, institution-wide or beyond) network. May require advanced knowledge of data storage, processing analysis and visualization technologies and how they are used in administrative and / or academic endeavors at a large, top-tier research university or medical center.
  • Demonstrated ability to effectively communicate with executive-level management on a regular basis.
