DEPARTMENT OVERVIEW
The Retirement Administration Service Center (RASC) counsels members of the University as they transition into retirement and provides long-term pension and retirement health benefits support.
Position Summary
Role Summary As part of the RASC Executive Director's inner circle, the Business Manager supports efforts to deliver long-term pension and health benefits to survivors, dependents and contingent annuitants transitioning into retirement. The Business Manager also upholds the RASC's mission to deliver exemplary service to internal and external clients while supporting strategies focused on growth, operational excellence, quality performance and improving work processes. In addition to the RASC Executive Director, the Business Manager collaborates with senior leaders in all business areas - Member Correspondence, Call Team, Client Relationships & Continuous Improvement, Benefits Administration and Disbursements. To ensure success in the role, the Business Manager must continually exhibit a laser focus in helping the Division maintain a service-oriented culture and operating model that meets our members' needs. Given the broad scope of work within the RASC, the Business Manager serves as the point person between the Executive Director and senior leadership to drive performance, productivity and efficiency and ensure that all administrative, financial, and operational aspects of the Division run smoothly and are completed on time and within budget. This includes designating project resources, preparing budgets, monitoring progress, keeping stakeholders informed, and providing status reports to upper management. The Business Manager also plays a key role in managing large complex enterprise-wide technological transformations with multiple interfaces and/or third parties. This individual uses their knowledge to stay informed of technological advancements to improve workflows. They are a driver of transformation and reinforces user adoption of technology and articulates the risks and/or opportunities for software product launches. The Business Manager personifies exemplary visionary leadership skills and is highly capable of directing large-scale departmental and organizational change management initiatives. In some instances, the Business Manager may assume day-to-day operations of the Division in the absence of the Executive Director. Other functions under their leadership includes developing board of directors and executive messaging, presentations, and meeting logistics. This individual also conducts research and compiles data reports as needed. The Business Manager has broad knowledge of legal and regulatory changes, trends and other developments impacting retirement benefits to ensure University compliance with federal and state guidelines.
Key Responsibilities
30% Strategic Leadership: Cultivates and inspires a culture that upholds the company mission to deliver exemplary service to internal and external clients and support strategies focused on revenue growth, operational excellence, quality performance, and process optimization; Ensures that department goals, budgetary standards and targets are effectively met; supports Executive Director in preparing the annual operating budget; Evaluates department effectiveness; adjust practices when needed to address customer needs and improve service; Co-leads University-wide strategic planning to ensure alignment of divisional and institutional policies and goals; develops strategies to ensure performance to achieve the KPIs; Plays a key role in facilitating audits on divisional practices to ensure consistent implementation of best administrative practices; recommends and implements solutions to improve operational controls and mitigate risks; Promotes the optimization of tools, technologies systems and processes to facilitate a seamless and personalized customer experience; Participates on senior-level, cross-functional committees to facilitate information exchange and circumvent operational issues; Provides leadership in succession planning and change management initiatives.
30% Operations Management: Reviews operating practices and procedures to determine opportunities for improvement in areas such as workflow, reporting procedures, or expenditures; Able to troubleshoot and resolve complex, emerging issues and meet critical deadlines; Establishes and build relationships with University of California executives, board members, members, vendors, constituents, and third-party benefit providers to achieve assigned quotas and targets; Identifies clients' needs and develops creative solutions for projects, leveraging expertise, operational capabilities, and technologies; Stays abreast of emerging trends, best practices and technologies that improve the overall effectiveness of operations; shares that knowledge with leadership through briefings meetings and other forms of communications.
20% Evaluation: Works with upper management to conduct quality assurance surveys and other mechanisms (i.e., reporting scorecards, dashboards, etc.) to identify member satisfaction levels and seeks improvement, as needed; Supports the Executive Director's commitment to provide an exemplary client service experience and ensure quality results by evaluating and redesigning processes via analysis of data and trends.
20% Compliance Management: Supports the Division's performance management functions, including but not limited to employee recruitment (i.e., pre-hire interviews and selection, new-hire orientation), coaching, mentoring, training and development, disciplinary actions, etc.
Experience
Required Qualifications
Min 8 years Experience in managing operations, building client and customer relationships and strategically developing high-performing teams. This includes 2 years successfully managing technical projects using a variety of project management techniques.
Skills and Abilities
Required Qualifications
Ability to lead in a fast-paced, multi-layered environment with multiple business units that involve concurrent and changing priorities.
Must be able to work in a highly collaborative manner at all levels across the Division on sensitive matters affect the University's reputation. Must be able to promote a culture of transparency and communication throughout the Division.
Must have at least 8 to 10 years of experience in managing operations, building client and customer relationships and strategically developing high-performing teams.
Proficient with data management systems and able to quickly learn new software; must also have knowledge of contact center practices with strong analytical and problem-solving skills.
Must have at least three years successfully managing technical projects using a variety of project management techniques.
Must have working knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting retiree benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, OBRA, and Social Security and DOL requirements.
Highly organized multi-tasker who can manage competing priorities; able to work well under pressure and thrive in a fast-paced environment.
Able to partner effectively across all levels of the organization and develop positive working relationships; must be able to work with strong personalities and different work styles.
Must have consulting experience with a focus on operations management.
Proven success in a consulting role and strong project management skills.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
