POSITION TITLE: Clinical Program Manager FLSA: Exempt
SUPERVISOR: Senior Director of ProgramsSALARY RANGE: $98K to $110 Annually
OVERVIEW: The Clinical Program Manager (CPM) is responsible for overall program development and the day-to-day operations of mental health service efforts ensuring quality services in the agency’s residential-based mental health programs; oversees therapeutic staff, clinical supervision, training, and all mental health services that are delivered across all of the counties that Unity Care serves. The CPM is responsible for maximizing contract billing and supporting contract negotiations. This position assures service quality, develops teamwork among and across service areas and teams for greater efficiency and client satisfaction. The CPM plans for the ongoing development of agency services and builds strong community partners to establish positive representation in the county. As with all UC staff, this position is responsible for adhering to the performance standards set forth in the UC Staff Employee and UC policies and procedures.DIRECT REPORTS:
  1. Clinicians – Residential Mental Health (1-3 staff)
  2. Interns ​​​​​
Required:
  • A minimum of 5 years’ experience developing and overseeing program development and management of clinical settings with children, adolescents, and transitional-aged youth.
  • Master’s Degree in Social Work , Marriage and Family Therapy, or associated field .
  • Current California licensure through the Board of Behavioral Sciences (BBS).
  • Minimum of 2 years’ experience as a BBS approved supervisor of clinical work
  • Current Clinical Supervisory credentials which will be needed for the Agency's Clinical Intern Program and other unlicensed Clinical staff. 
  • Understanding of medical necessity as it relates to eligibility for Medi-Cal EPSDT programs.
  • Minimum of 2 years’ experience providing community-based services to youth and young adults in the foster care system who have significant emotional and behavioral issues that have critically impaired their functioning in the community.
  • Strong understanding of Medi-Cal EPSDT documentation requirements, adherence to requirements and ability to effectively train to these requirements.
  • Familiarity working within an electronic health record systems.
  • Knowledge of Microsoft Offices applications
  • Demonstrated skills in case work, group work and case coordination
  • Understanding of transformational care planning and targeted case management principle of service delivery
  • Excellent interpersonal skills (verbal and written) with demonstrated leadership in facilitating and linking services among a diverse variety of mental health programs
  • Ability to maintain a positive perspective in the treatment and care of emotionally disturbed youth and young adults
  • Proven understanding of transformational care planning along the lines of person-centered assessment, treatment planning, and intervention.
  • Familiar with productivity standards and managing staff to maintain compliance.
  • Proven track record of accountability for the delivery of clinical services
Preferred:
  1. Experience with providing EPSDT Medi-Cal services to foster youth in California.
  2. Skilled and knowledgeable with billing concepts for Medi-Cal and Bay Area Counties.
  3. Bilingual Spanish is a plus.
RESPONSIBILITIES INCLUDE (but not limited to):
  1. Staff – Hiring, Supervision (Performance Management), Training and Development.
    1. Weekly clinical supervision with all agency clinicians and billing staff.
    2. Review, approve, and sign all clinal assessments, treatment plans, treatment plan reviews, and discharge summaries to ensure quality clinical documentation.​​​​​​
    3. Monitor clinician caseloads and assign all new referrals.
    4. Manages and provides ongoing education, in-service training programs and competency evaluations to provide excellence in patient care.
    5. Identifies staff development needs and provides secures the necessary resources.
    6. Participates in and ensures compliant completion of all personnel requirements; oversees completion of new hire requirements and ensures regulatory requirements
    7. Arbitrate program staff conflicts and provide adequate grievance reviews.
    8. Encourage innovation, benchmarking, and management by objectives through work plans (i.e. project plans).
    9. Set targets for personal improvement based on regular assessment of performance from supervisor, peers, and staff
    10. Establish clear systems with clear expectations and accountability for all staff; Support the sharing of ideas at all levels and supports staff self-directed work teams.​​​​
  2. Program Compliance:
    1. Ensure productivity for clinical services meets organization goals
    2. Participate in Clinical Quality Management Meetings
    3. Adhere to state, county, and organizational policies, procedures, and guidelines; ensure contract compliance.
    4. Monitor and continuously improve service quality, including updates and improvements to the electronic health records system.
    5. Develop, implement, and oversee appropriate policies and procedures related to services, administration, and health and safety.
    6. Provides oversight for all clinical authority to accept or deny the referral based on clinical ability to provide the requisite clinical services.
    7. Manage all state and county audit requirements. Ensure staff documentation and required paperwork meet audit standards and timelines. ​​​​​​3.
  3. Program Development, Goals and Outcomes:
    1. Develop, implement, and oversee planning mechanisms that promote positive outcomes for youth.
    2. Maintain confidentiality of client and employee personal information.
    3. Develop annual service goals that correspond to the agency’s strategic plans and goals.
    4. Participate in annual client satisfaction survey; evaluate results and set goals for improvements based on survey outcomes.
    5. Oversee needs and concerns of day-to-day program operations.
    6. Supervise, plan, and evaluate budget program, staff and fiscal resources assigned to the program
    7. Conduct regular outcome-based meetings that improve the efficiency of services.
    8. Implement crisis intervention and plan for adequate ongoing response on as needed basis. ​​​​​​
4. Community Participation:
  1. Participate in one or more community organizations to increase representation and partnership; Serve as community liaison and agency representative with City and County Government.
  2. Participate in professional organizations and community liaison
  3. Network with the community to find better ways to support at risk or disadvantaged youth; seek out new and improved ways of providing services.​​​​​​.
5. Maintain a small caseload and meet all quality and productivity requirements
6. Work collaboratively with other departments.
7. Organization Duties:
  1. Timely and accurate submission of timecards to supervisor
  2. Time away from the Office, Program and/or Home (i.e. vacations, personal time off, leaves of absence) must be pre-approved by supervisor and requested based on process outlined in the UC Employee Handbook.
  3. Maintain knowledge of staff handbook, policies, procedures, manuals, and pertinent documentation
8. Other duties as assigned.

  10. Must have CPR and First Aid certificate within 10 days of start date and maintain a current certificate with Human Resources.
  11. Must clear a Department of Justice background check including fingerprinting before start date and maintain clearance.
  12. Must be able to work in a DSS Community Care Licensed Facility.
  13. Must clear a health screening, including TB before start date and maintain clearance.
  14. Must have a car, valid California Driver License and be able to drive, have a clean driving record and maintain a clean driving record.
  15. Meet and maintain the minimum vehicle liability and property insurance limits (to be insured by our insurance carrier for using vehicle for business purposes such as transportation of residents or reimbursement of business-related mileage expenses ).
