Description

Position Title: Quality Management Coordinator

Program: Counseling and Treatment Center (CTC), Promise Wellness Center (PWC), Multicultural Community Counseling (MCC)

Classification: Exempt, Full-Time

Salary: $66,560-$72,800 per year; Commensurate with experience

Summary and Range of Authority: Accountable to the Division Directors/Program Managers, the Quality Management (QM) Coordinator is responsible for the development and maintenance of Quality Management processes and agency documentation, maintenance of Policies and Procedures, program audits, and compliance with QM contracted components. Maintains and evaluates quality services that are in contract compliance with funding sources. 

Essential Duties and Responsibilities:

  • Specific to CTC/PWC and MCC: training and perform quality assurance duties by reviewing medical documentation utilizing audit tools as outlined by County of San Diego Quality Management.
  • Assist in ensuring compliance with all County and State regulations guiding the delivery of services, including those specified in the County of San Diego’s Mental Health and Substance Use Disorder Organizational Provider Operations Handbook, and those requirements specified in UPAC’s contract with the County.
  • Preparation of all program audits such as Site Visits, Annual Medical Record Reviews, Quarterly Medication Monitoring as well as other audits by funding sources as designated by State and County of San Diego.
  • Perform statistical data collection, develop tracking systems, and other means of ensuring program compliance
  • Responsible for ensuring all staff are enrolled and credentialed in various systems (Optum, NACT, PAVE, SOC Application, etc). Routinely update systems per guidelines outlined by County, State, and Federal. 
  • Lead and liaison with County of San Diego Quality Management. Attend all meetings facilitated by County of San Diego Quality Management team. Review the MH and SUD UTTM and update program procedures and policies accordingly. Inform Managers and provide support in implementation of any new quality improvement activities.
  • Assist QM Team, Division Directors and Program Managers with ensuring standards of quality to include service partner confidentiality, program philosophy, and UPAC guiding principles.
  • Develop, create, and maintain agency policies, procedures and training for providing quality services to consumers across selected UPAC programs.
  • Monitor timeliness and quality of program and department report submissions, ensuring that reports meet agency and contract requirements.
  • Assist QM Team, Division Directors, and Program Managers with contract compliance and quality management of programs, including maintaining contract files to ensure progress and compliance.

Requirements

Required Education, Certifications/Licenses and Language/Cultural Skills:

  • Licensed Eligible or Licensed to practice in the State of California and in good standing with the Board of Behavioral Sciences required. Working knowledge of County Contracted Medi-Cal and MHSA Programs and Cerner System. Skilled in proof-reading and reviewing documents for accuracy and completeness. Must maintain strict confidentiality with regards to sensitive or proprietary information or materials. 

Minimum Experience and Qualifications Required:

  • Working knowledge of County Contracted Medi-Cal and MHSA Programs and Cerner System
  • Skilled in proof-reading and reviewing documents for accuracy and completeness.
  • Ability to work well under pressure.
  • Excellent organizational skills, attention to detail and ability to complete assigned tasks in a timely fashion.
  • Effective written and verbal communication skills.
  • Effective time management skills; ability to manage multiple tasks simultaneously, prioritize, and successfully bring them to fruition.
  • Good interpersonal skills and ability to work well in a multicultural environment, including tact, diplomacy, patience and professionalism in dealing with individuals from a variety of backgrounds.
  • Must maintain strict confidentiality with regard to sensitive or proprietary information or materials.
  • Must demonstrate intermediate level of computer literacy and experience using office productivity software i.e. Microsoft Word, Excel, Power Point, Internet browsers, and Outlook. 
  • Must pass background check (Live Scan Fingerprint).
  • Must have TB clearance.
  • Must be able to drive for business purposes to other program locations in San Diego County.
  • Must have a valid California driver’s license and comprehensive automobile insurance coverage, as required by law. 
  • Will not be debarred or excluded from participation in Federal programs by the General Services Administration and/or the Department of Health and Human Services of the Inspector General.

Physical Demands and Work Environment:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Spends approximately 70% of work time sitting and meeting with others or working at a desk and/or computer. Spends approximately 30% of work time standing or walking within the work area or outside the office at meetings and events, also bends, twists, stoops and reaches. Ability to communicate in writing and verbally. Regularly required to sit and talk or hear. Frequently is required to use hands to touch, handle or feel and reach with hands and arms. Occasionally lifts and/or moves up to 25 pounds. Working conditions are normal for an office environment and event venues. The noise level is usually moderate.
