UIC Alaska is Hiring a HR Business Partner Near Chambersburg, PA

Overview:
HR Business Partner (HR- 2024-20505)
UIC Government Services/Bowhead is seeking an HR Business Partnert at its Letterkenny Army Depot location in Chambersburg, PA capable of exercising independent discretion and judgment in support of various HR functions. The HR Generalist will collaborate with employees, operations leadership, and other human resources personnel to carryout effective human resources support and programs.
*** This position has the potential for some remote workdays; however, only candidates within commutable distance to the Letterkenny Army Depot in Chambersburg, PA will be considered.***
Responsibilities:
Job duties include but are not limited to:
  • Perform a variety professional and administrative level tasks in multiple functional areas including but not limited to recruiting, labor relations, employee relations, compliance, employee systems/maintenance, benefits, and leave administration.
  • Provide guidance to employees, managers and business leaders relative to Company/HR policies, procedures, and programs; ensures compliance with all applicable federal, state and local laws and corporate policies and guidelines.
  • Conduct the recruiting process for internal and external candidates to fill all job vacancies in accordance with the collective bargaining agreement, and all applicable federal, state and local laws and corporate policies and guidelines.
  • Oversee on-boarding of new hires, to include start day coordination, new hire paperwork and benefit enrollment.
  • Ensure compliance and provide guidance on the Collective Bargaining Agreement in place at the Letterkenny Army Depot to employees and managers. Collaborate and engage with the union, as needed.
  • Lead employee relations matters including diagnosing problems, determining appropriate level of corrective action, coaching managers, and reviewing corrective action documentation to mitigate risk and minimize legal action
  • Lead labor relations matters in accordance with the bargaining agreement. Develops reports and maintains all information regarding grievances, layoff/recall, and other information as may be required to management or the union.
  • Manage leave administration to include tracking leave requests and ensuring compliance under the Family Medical Leave Act, American with Disability Act and Uniformed Services Employment and Reemployment Act.
  • Act as primary POC for employees and managers at the Letterkenny Army Depot and provide excellent customer service with a focus on responsiveness.
  • Lead relevant HR projects and performs other duties as assigned.
Qualifications:
Required Qualifications:
  • Bachelor’s Degree and 3 years’ experience in Human Resources. Additional HR experience may be considered in lieu of degree.
  • Prior experience supporting an employment site covered by a collective bargaining agreement. Experience supporting a large manufacturing or logistics site may be substituted.
  • Must be able to build and maintain effective relationships with all levels of employees.
  • Able to multi-task and work in a fast-paced environment.
  • Must be familiar with FMLA, ADA, USERRA, FLSA, and general employment laws.
  • Must have prior HRIS/ATS experience.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts. In order to receive and respond to instructions/assignments, must be able to read, write, and speak English.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Preferred Experience/Qualifications:
  • Experience with Collective Bargaining Agreements and working with Unions.
  • Experience working in Government Contracting, to include experience with the Service Contract Act (SCA).
  • Experience with UltiPro/UKGPro human capital management system.
  • Experience with iCIMS applicant tracking system.
  • HR certification, through SHRM or HRCI

Physical Demands:

  • Must be able to lift up to 15 to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
