Qualifications
In order to qualify, you must meet the education and / or experience requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS : To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and / or education for the respective grade level in which you are applying :

Education GS-09 : Successful completion of at least two years (36 semester hours or equivalent) of progressively higher-level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree, from an accredited college or university in a field directly related to the work of the position (i.
e., human resources, business management, etc.) which provided the knowledge, skills, and abilities necessary to do the work of this position.
Combination GS-09 : An equivalent combination of specialized experience and graduate level education as described above, when combined, equals 100 percent of the total requirement.
Please note only graduate education in excess of the first year (18 semester hours) may be used to qualify under this option.
This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Education : Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a doctoral degree or LL.

Combination : Possess a combination of specialized experience directly related to the position and progressively higher-level post graduate education leading to a doctoral degree and the combination is equivalent to the total requirement of this position.
To calculate, first determine your total qualifying experience as a percentage of the experience described above; then determine your total qualifying graduate level education as a percentage the education required.
Add the two percentages. The total percentage must equal to at least 100%. NOTE : When combining specialized experience and education, only units in excess of the first two years (36 semester hours or the master's level) may be used to meet the educational requirement.

TIME-IN-GRADE REQUIREMENTS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level.

Education
To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.
S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION : One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study.
Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
There is no substitution of education for experience at the GS-12 grade level of this announcement.
