U.S. Department of the Interior (DOI) is Hiring an Administrative Officer Near Vancouver, WA

Clarification from the agency

Open only to current USGS employees serving on perm competitive service appts; OR current USGS employees, regardless of current status, who are elig for consideration under a noncompetitive auth such as those specific to 30% disabled vets, VRA, Individuals with Disabilities, Pathways Interns & Recent Grads who are elig for noncomp conversion, etc.

OR current or former employees who are serving, or previously served, on temp or term appt in a land mgmt agency.

Duties

As an Administrative Officer within the Volcano Science Center, some of your specific duties will include :

  • Establish internal control processes to ensure the Center meets its financial, legal, regulatory and policy requirements.
  • Serve as an advisor to the Center staff on issues related to the management of positions, organizational structures, and the acquisition, retention, motivation, development, and use of human resources.
  • Act as the primary liaison to the USGS contracting office regarding all procurement and agreements issues.
  • Plan and schedule work, assign work, and evaluate employee performance.
  • Compiles budget formulation and reporting.
  • Oversees all aspects of the science center financial management.
  • Program Analysis of diverse program and administrative support requirements into a unified financial plan, considering needs and cost trends of payroll, travel, supplies, training, and related personnel and materials used to support technical programs.
  • Supervises subordinate employees including performance management, discipline, rewards, and staff development.

Are There Any Special Requirements For This Position?

Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment.

Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.

A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.

Failure to successfully meet these requirements will be grounds for termination.

You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements : (1) possess a valid State license, and (2) possess a safe driving record.

If selected, you will be required to provide proof of a valid State license & a copy of your driving record.

Qualifications

For GS-13 :

Applicants must have one year of specialized experience at or equal to the next lower grade level.

  • Examples of this experience may include, but is not limited to : Working with other management officials to develop program goals, policies, and management operations;
  • Working independently to find solutions to problems in diverse fields; Searching for, compiling and analyzing historical statistical and narrative data relating to budget and human resources staffing to determine the impact of higher level decisions and possible organizational impact;
  • Supervising preparation of cooperative agreements with Federal, State and local agencies; Supervising preparation of internal documentation to insure accountability and distribution of funds to appropriate project accounts;
  • Conducting onsite reviews of organizational administrative management programs to evaluate compliance with laws, regulations, and policy, adequacy of supporting documentation for proposed administrative actions and effectiveness of programs in support of organization mission requirements;

Preparing cost-benefit analysis with recommendations regarding a variety of administrative functions including finance, human resources, material resources, maintenance, etc.
