Summary
This position is located in the Office of Pay Support, Global Compensation Directorate – Bureau of the Comptroller and Global Financial Services (CGFS/GC/PSP). The Directorate is responsible for managing a highly complex compensation environment, including payroll benefits, accounting, record keeping and reporting for all Department of State Civil Service and Foreign Service employee and all Locally Employed Staff.

Duties
Identifies, considers and resolves a variety of financial and payroll policy issues, questions and problems related to quality Global Compensation Directorate operations and the agency payroll management program.
Works closely with the Pay Support Director and management teams to understand each business line, collaborates with leadership planning groups and serve as an expert advisor.
Oversees the quality management program, performance goals, metrics and strategic initiatives for the Global Compensation Directorate.
Coordinates activities, preparation, and support for internal and external audits and reviews of Global Compensation, including Financial Statement, OMA and ISO audits.
Establishes standards and procedures for conducting and documenting training. Maintains records of training and staff qualifications and conducts reviews to ensure staff members are properly trained and competent for accomplishing assigned tasks.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience identifying and resolving a variety of financial and/or payroll policy issues, questions and problems related to an organization's payroll program.
Experience coordinating activities, preparation, and support for internal and external audits and reviews.
Experience carrying out quality assurance projects involving new payroll financial developments and program policy changes.
There is no substitute of education for specialized experience for the GS-13 position.
