Duties
Assists the Supervisory Budget Analyst and is assigned responsibility for planning, developing, analyzing, organizing, coordinating activities, improving effectiveness and executing a variety of tasks related to management activities.
Conducts management surveys, audits and research projects and provides advisory services to branch management officials.
Pro-actively identifies changing trends regarding facilities operations and programs to resolve procedural problems in order to avoid an adverse impact on stated management objectives.
Accomplishes policy development including Program Statements and Operations Memoranda regarding the Facilities Resource Management Section as well as the Facilities Management Branch.
Provides directive coordination instruction and advises on Abstract and Impact Statements, document clearance, comment resolution and printing and distribution concerns.
Represents the Facilities Management Branch and the Bureau of Prisons in meetings and conferences with Bureau officials and other governmental agencies as well as participates in industry councils and inter-agency task forces.

Qualifications
To be considered for the position, you must meet the following qualification requirements.
Education:
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work.
GS-12: There is no substitution of education for specialized experience for this position.
OR
Experience:
GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
GS-11:
Experience in analyzing information and making recommendations regarding existing plans/policies.
Experience utilizing computer software to extract and enter complex data to produce analytical reports, spreadsheets, and/or track information.
Experience in conducting studies, fact finding, gathering data and exchanging of information to resolve problems, clarify issues and propose solutions/recommendations.
Experience that demonstrates knowledge of financial management, budget processes and management of operating funds.
GS-12:
Experience in analyzing information to make recommendations in the formulation, establishment or modification of program objectives, plans, and/or policies.
Experience utilizing automated systems and software to enter and retrieve complex data, track information, and to produce a wide range of documentation (i.e. analytical reports, spreadsheets, and statistical charts and graphs).
Experience in conducting management surveys, audits and research projects and providing advisory services to management officials.
Experience in monitoring and evaluating national trends and issues related to facilities operations and programs to determine the impact of their application to the Bureau of Prisons.
Experience that demonstrates knowledge of Federal Acquisition Regulations and Federal procurement and contracting policies and procedures.

Combination of Education and Experience:
GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications necessary to perform the major duties of this position as described above.

The representative rate for this position is $109,119 per annum ($52.29 per hour).
Special Conditions of Employment Section:
Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:
A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.
If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment.
Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
