US Library of Congress is Hiring a Management Analyst Near Washington, DC

Duties

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U. S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and, provides information and reference services to the public.

The Statutory Licensing Office in the Copyright Office administers the statutory licenses in the Copyright Act (Title 17 of the U.S. Code). The Division collects royalty fees from: 1) cable operators for retransmitting television and radio broadcasts (Section 111), 2) satellite carriers for retransmitting network and non-network signals (Section 119), and importers or manufacturers for distributing digital audio recording products (Chapter 10).

The incumbent serves as a Management Analyst and reports to the Chief of the Licensing Division.

The incumbent performs business program and business operations analysis, including devising appropriate means to measure, monitor and analyze programmatic and operational performance; provides data driven recommendations for change, in such areas as strategic planning, staffing, internal controls, programming and operations, for a broad spectrum of Division activities; and serves as a project manager, as assigned, for projects within the incumbent’s scope of influence. Reviews existing policies and procedures, identifies potential problem areas, and develops recommended solutions. Evaluates the impact of new or revised policies and procedures on the existing organization.

Recommends new policies and procedures, as needed. As a part of a strategic long-range planning process, conducts comprehensive critical infrastructure studies and detailed analysis of business functions and processes necessitated by changing business, regulatory and legal requirements. Develops performance measurements and metrics of critical business areas which result in recommended new or modified performance measures designed to communicate the viability and effectiveness of the processes examined. As assigned, plans, coordinates, and establishes operating methods and procedures designed to accomplish the business mission. Identifies improvements and efficiencies with management policies and procedures in areas such as manpower, productivity, and work improvement.

Conducts troubleshooting exercises and management studies to ascertain the need to recommend changes in existing management systems or methods of operation in areas such as work processes, functional responsibility, operating techniques, organizational structure, and other factors effecting the efficient and economical use of available resources. Studies the organization's ability to identify potential problems with operating procedures and/or management practices. Conducts reviews, studies, and analyses of business operations to assess the effectiveness of employee deployment. In connection with the studies performed, prepares written reports which provides data and analysis to support recommendations made.

Recommends the design and linkage of various processes or systems to provide better internal controls, greater detail, redesign of reports, faster consolidation of data, and changes to functional business workflow practices or procedures. Within the scope of assigned business practices and operations, recommends changes to divisional processes, as well as participates in exercises which review, analyze, and evaluate areas such as proposed changes in mission, operating procedures and delegations of authority affecting Division operations. Evaluates strategic plans and goals, including the overall personnel structure, by developing measurement metrics, and using developed metrics to measure and justify recommendations for change.

Supports the planning, coordination, and execution of operations management functions within budget constraints and established deadlines.

Performs other duties as assigned.
