What We’re Looking For:

TSTC is a fast-growing small business supporting the federal government and we are looking for a Full-Time Proposal and Contracts Manager to help us as we grow. We are looking for a well-rounded proposal manager with at least 5 years of federal proposal/BD experience. The proposal manager will be responsible for RFP/RFI analysis; lead the development, production, and delivery of RFIs, proposals, and proposal-related products. Manage timelines so that all components of the proposal are submitted well in advance of proposal deadline. All evaluation notices, best and final offers, initial proposal revisions, and final proposal revisions are filtered through the Proposal Manager to disseminate the information to the correct parties. The proposal manager will develop and maintain the proposal library and file all related documents in the correct location. The successful candidate will be responsible for end-to-end ownership and command of proposal development and related support processes.

  • You know the federal government contracting space – you’ve written proposals, you’ve won some and you’ve lost some.
  • You understand the balance between Technical and Price volumes, you know the difference between RFQ, RFP, SOW, and PWS, and above all, you know the value of being organized and starting early.
  • You have seen the shift in the RFP/RFQs and can support phased proposals, oral presentations, and other alternative proposal submission methods.
  • You understand that teaming is key and all the documents leading up to and after proposal submission matter: NDAs, TAs, SubKs, etc. and that managing these documents is important.
What you'll Do:
  • Work directly with TSTC CEO and become an integral part of the company’s growth strategy.
  • Be responsible for planning, development, and completion of proposals in support of federal clients, for which TSTC is a prime or subcontractor.
  • Lead proposal meetings and reviews with internal and external stakeholders including teaming partners, senior company leaders, and subject matter experts.
  • Prepare clear and concise briefing materials for senior management.
  • Responsible for writing and developing proposal content.
  • Develop proposal outlines, compliance matrices, proposal schedules, and provide direction to leadership and cross-functional teams assigned to work proposal efforts
  • Analyze proposal documents for quality of the proposal for reviews and final delivery by performing rigorous quality assurance and compliance checks on draft and final documents
  • Use knowledge of regulations governing Federal and DoD procurements and contract vehicles
  • Manage and track multiple proposals, including solicitation amendments
  • Assist the CEO with contract negotiations and help manage the contract administration while monitoring compliance with government regulations.
  • On efforts where we are a subcontractor, the Proposal Manager is the primary point of contact for the development of all data call responses.
  • Provide support on evolving additional tasks as needed 
Basic Qualifications
  • BS or BA preferred
  • At least 5 years of federal government proposal and contract management
  • Knowledge of both DHS and DoD agencies
  • Industry recognized proposal writing/management certification considered a plus (i.e. Shipley)
  • Skilled in MS office suite
  • Works independently, proactively identifies, and completes task.
  • Excellent verbal and written skills
  • Ability to work in a fast-paced environment with multiple teams, stakeholders, and SMEs
  • Familiarity with RFI/RFQ process and procedures
  • Maintains flexibility to work extended hours as needed.
  • Shipley Certification or other industry recognized certification preferred.
  • Experience with VT Docs and Next Stage preferred.
Security Clearance & Where you will Work
  • Applicants selected must be a U.S. Citizen. The successful candidate must pass a comprehensive background check. Initially no clearance is needed but this may change if the need arises to work on classified submissions.
  • Remote (85%), with occasional in-office days at the Arlington, VA office and relevant capture/proposal events (15%).
