Essential Duties & Responsibilities

Supervisory responsibilities

  • Recruits, interviews, hire and supervise staff in the payroll department.
  • Develop and communicate, job expectations, and develop a culture consistent with company mission and values.
  • Train new hires as well as existing staff and provide on-going mentoring of the payroll process and laws to existing payroll team employees.
  • Oversees the daily, weekly, monthly and annual workflow of the department.
  • Utilize the O3 process effectively to provide constructive feedback resulting in the growth and development of direct reports.
  • Prepare department for growth as business needs dictate.

Payroll & Timekeeping

  • Oversees procedures and processes and manages inquiries and requests related to preparation and distribution of payroll, including timekeeping set up.
  • Implement, maintain, and review weekly multi-state payroll to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, union benefits and other deductions.
  • Processes payroll transactions including salaries, benefits, garnishments, taxes, union benefits and other deductions.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Maintains or oversees the maintenance of employee payroll and time records.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Develop and document payroll policies and procedures, including identifying and recommending updates to payroll processing software and system.
  • Review payroll batches for accuracy, prepare monthly payroll fluxes and maintain accurate records and reports of payroll transactions.
  • Work with Accounting to reconcile UKG to bank withdrawals, benefits and retirement plan contribution records, and company GL.
  • Oversite of all Union weekly, monthly, and annual reporting as well as a clear understanding of CBA Agreements.
  • Subject Matter Expert and resource for Operations on timekeeping systems.
  • Prepare/Oversee relevant weekly, monthly, quarterly and year end reports to ensure accurate wages and taxes are processed, as well as process year end W2’s for each company and verify year end totals are correct.
  • Maintain labor rate tables and billed labor reports. Responsible for labor rate corrections.
  • Responsible for adjusting bill and charge rates annually within payroll software.
  • Maintain awareness of state unclaimed property laws and policy changes that might impact payroll.
  • Build-out processes and systems that ensure the payroll operations scale to ensure alignment with company growth.
  • Identifies and recommends updates to payroll software, systems, and procedures.
  • Performs other duties as assigned.

Accounting/Audits

  • Responsible for oversight, organizing, compiling, annual 401K, workers comp, benefits, and other audits assigned from accounting.
  • Provides monthly reporting for accounting as well as case by case management reporting when needed.
  • Balances and controls earnings and deduction totals within accounting software.
  • Prepares general ledger entries as needed by accounting.
  • Determines and corrects out-of-balance conditions as needed by accounting.
  • Assist in monthly, quarterly, and year-end reporting preparation.
  • Collaborate with accounting and key leadership to support reporting requirements on an ad hoc basis.
  • Facilitates audits by providing records and documentation to auditors.

HRIS

  • Subject matter expert in reporting as well as Power BI.
  • Responsible for maintaining and updating all systems to ensure current polices, state and federal laws are being applied and followed correctly (taxes, fringes, benefit rates, etc.).

Knowledge, Education, and experience

  • 5 years of progressive experience in high volume, fast paced payroll department. S. or B.S. degree in Accounting, Finance, Business Administration a strong plus.
  • 5 years of supervisory experience.
  • FPC or CPP designation strong plus.
  • Member of local APA Chapter for continued education and support, strong plus.
  • Position requires obtaining results quickly in the face of conflicting priorities while maintaining a positive relationship with the customer.
  • Excellent customer service, organizational skills and attention to detail are required.
  • Strong knowledge of federal and multi- state regulations.
  • Implementation experience in setting up payroll systems.
  • Strong knowledge of multi-state Union reporting/payroll. Experience with Carpenters, Laborers and Cement Masons preferred.

Range of base pay is $120,000-$160,000.
