POSITION SUMMARY
This position involves application of a variety of accounting assignments requiring independent judgment and actions and also involves assistance to the Accounting Associate and Payroll Specialist positions. Extensive knowledge of fund accounting and supervisory methods is essential. An employee in this classification supervises, through subordinates, the collection and accounting for receipts and disbursements and payroll processing.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Directly supervises Accounting Associate and Payroll Specialist positions, including hiring, training and annual performance evaluations.
2. Responsible for keeping accounts payable and accounts receivable aging within Authority goals, calculating interest due on invoices per the Texas Prompt Payment Act, and monitoring AR collections and write-offs.
3. Review and approve vendor and customer profile changes. Resolves vendor and customer issues.
4. Reviews employee expense reports and P-Card expenditures to ensure accuracy, adherence to company policy and adequacy of supporting documentation.
5. Review and post accounts payable, accounts receivable, and billing and cash subsystem postings. Responsible for documentation of and adherence to accounting processes and controls. Performs weekly and year-end accounts payable reconciliations.
6. Coordinates monthly closing of GL subledgers. Verifies accounts payables at year-end are properly accounted for and acccrued, as required, according to generally accepted accounting principles.
7. Maintains accounting records in accordance with records and retention policies.
8. Reviews and posts bi-weekly payroll and all payroll related journal entries. Ensures monthly reconciliation of employee benefit acounts is completed and posts related journal entries. Assists with payroll system troubleshooting, ensures payroll issues are resolved, and serves as HR liaison.
9. Review and approve annual W-2s and 1099s. File annual and Sales and Use Tax return. Reviews quarterly 941 filings. Point of contact for all IRS correspondence.
10. Provides year-end payroll calendar and ensures deadlines for calculation of payroll and leave accruals, reconciliations of employee benefits, annual Tenure Pay payroll, and PTO conversion forms are met.
SUPERVISORY RESPONSIBILITIES
Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances and formal performance evaluations of direct reports.
FINANCIAL RESPONSIBILITY
$1,000,000 bi-weekly payroll. Processes transactions for assets of $2.6 billion, expenses of $231 million, revenues of $298 million and total liabilities of $1.8 billion.
QUALIFICATIONS EDUCATION
Bachelor degree in accounting.
EXPERIENCE
Minimum of five years of experience in an accounting department that uses an ERP system such as Lawson or Workday.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas driver's license.
KNOWLEDGE
Thorough understanding of generally accepted accounting principles and best practices in the areas of accounts payable, accounts receivable, billing, cash and payroll. Should be considered a subject matter expert in these financial services.
SKILLS AND ABILITIES
Ability to make independent accounting decisions based on knowledge and application of accounting principles. Ability to supervise and ensure compliance with Authority policies, resolutions, contracts and statutory requirements. Excellent communication skills.

Is guided primarily by established priorities and policies, along with professional standards and best practices to make decisions and give direction and advice to others. Typically makes recommendations to managers on policy and process improvements after considering/analyzing various alternatives.
WORKING CONDITIONS
Duties are almost always carried out in an office environment.
