Job Summary: Develops person centered services and supports that meet the needs of the people served by Tri-Counties Regional Center. Provides on-going short-term and long term resource needs assessment for the agency. Conducts contract negotiations, writes, reviews and updates contracts. Participates actively in the particular region served with Services and Supports team members to accurately assess the short and long term needs.
Primary Functions:
1. Coordinates and assists with gathering and reviewing on-going service needs, reviews needs against existing service capacity and identifies new services or program modifications needed.
2. Recruits and orients prospective service providers through the Request for Proposal (RFP) and Letter of Intent process (LoI).
3. Supports the RFP process for Community Placement Plan projects.
4. With the oversight of the Assistant Director, negotiates rates (up to median) for contracted services.
5. Review VEN 600 submissions for completeness and alignment with correct service codes and best practices for utilization of resources.
6. Provides concise summary information in presentation of new and renewed contracts for review by Assistant Director of Community Development, collaborates with Resource Development Analyst to prepare perfected contracts for presentation to Director of Community and Organizational
Development and the Chief Financial Officer.
7. Researches best practices in clinical, residential, day programs, employment settings, and other
service programs.
8. Determines if implementation of contracts reflects alignment with program design and TCRC
guidelines for authorization of services.
9. Develops partnerships with provider specialty groups to ensure best communications around contract implementation and expectations for quality of service delivery.
10. Communicate with provider groups around changes in the regional center system for best practices to support understanding and compliance.
11. Provides monthly quantitative tracking of contract renewals, negotiations and contacts with existing and new service providers.
12. Provides technical assistance to vendors and staff on contract and service issues. Provides training on service policies and procedures, innovative developments in service delivery, and related topics to vendors, staff and the community. This occurs at the New Service Providers orientation as well as through Services and Supports team meeting and other venues.
13. Represents TCRC at local community meetings as assigned.
14. Develops and maintains a resource library.
15. Performs other duties as assigned.

Can align written documents such as contracts with negotiations of terms with TCRC staff and the provider
Can align the language of the Title 17 Regulations with contract development
Qualifications:
Master’s degree in a related field and one year’s experience in a closely related position. A bachelor’s degree and three additional years of experience may be substituted for the masters degree. A valid California driver’s license and reliable transportation, or acceptable substitute, required.
Physical Requirements:
Adequate manual dexterity and coordination for operation of a computer and other standard office equipment is required for this position. The ability to sit at a workstation for long periods of time, the ability to read, write and comprehend large amounts of written material such as reports and regulations, use the telephone, and communicate via electronic mail are all required on a daily basis. The ability to travel to another work-site location is absolutely required on a daily basis. The ability to stand, sit or walk for moderate distances on uneven terrain is also required on a daily basis.
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or control and reach with hands and arms. The employee frequently is required to stand, sit, walk, push, pull, kneel, stoop, bend, and squat. The employee must frequently lift and/or move up to 10 lbs and infrequently up to 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Each of these physical tasks is an essential function of the position.

Bachelor's degree: Starting Salary: $31.07 - $34.24. Full Salary Range: $31.07 - $37.77
Master’s degree: Starting Salary: $32.63 - $35.97. Full Salary Range: $32.63 – $40.85
