Job Description

In anticipation of future contract award Torch is seeking the Contractor Project Engineers for PM ASE in our Emerging Capabilities Organization. ASE is a dynamic organization supporting multiple aircraft projects addressing constantly evolving and emerging threats to our warfighters. The successful candidate will lead Torch's team in this office, supporting the customer directly meeting our contract requirements. In this role, the candidate will be responsible will act as the Lead Engineer for Torch in this customer space.

  1. The candidate will support the development of Contract Requirements Package (CRP) documentation, memorandums of understanding, acquisition reports, acquisition program plans and strategies, program schedules, program milestone decision documentation, technical reviews, and ASE program initiatives for research & development, integration, The candidate will interface with various technical and functional elements within PMO ASE. 
  2. The candidate will provide technical input and expertise in the timely resolution of complex technical/safety ASE system problems/issues in the execution of numerous actions.
  3. The candidate will support development of integrated schedules depicting activities for PMO ASE efforts and programs. Schedule support shall include critical path analysis, schedule status reporting, and schedule risk analysis.
  4. The candidate will provide input and recommendations for in-depth analysis and assessment of acquisition data, program risks, and risk mitigation plans. 
  5. The candidate will provide input and recommendations to develop, compile, review, and document ASE system studies, decision/information papers, program plans, and program baseline documents to support Milestone/budgetary decisions. They will provide input, recommendations, and preparation in draft format and coordinate Test and Evaluation Master Plans, supportability strategies, safety plans, fielding plans, training plans, and materiel release documents. 
  6. The candidate will conduct trade studies, market analysis, functional analysis, technology readiness assessments, manufacturing readiness assessments, integration readinessassessments, and overall risk assessments of ASE equipment and systems integration approaches, system architecture designs, and acquisition strategies. They will plan, develop, and conduct analysis programs or studies to establish the feasibility of systems/subsystems/components meeting requirements and/or adequacy of design. They will interface with DEVCOM, ASA(ALT) PEO/PMs, other military Services weapon system managers, foreign partners, and the Army Aviation combat developer, to assess the current and future mission requirements for ASE programs. 
  7. The candidate will coordinate and facilitate meetings between PMO ASE, PEO Aviation platform PMOs, CCDC AvMC Systems Readiness Directorate (Airworthiness Division), other ASE stakeholders, and system contractors that will allow technical interchange to field ASE capabilities to the End User.
  8. The candidate will support the foreign military sales of PM ASE Products by providing technical expertise in the review and development of associated documentation and the integration of its Products.
  9. The candidate will provide technical expertise to develop, review, and execute international project arrangements for PMO ASE.
  10. The candidate will support extended and long-duration software, integration, test and analysis activities, to include overtime, weekend work/travel, and holiday support as required.
  11. The candidate will provide technical expertise to develop strategies, plans and budgets that help program managers effectively use modeling and simulation (M&S) to reduce the time, resources, and risk associated with the entire acquisition process; increase the quality, military worth and supportability of fielded systems; and reduce total ownership costs throughout the system life cycle.
  12. The candidate will provide technical expertise to identify discrepancies between M&S products used by the Systems Engineering, Software, and T&E functional teams across ASE product lines to optimize commonality, traceability, and interoperability of M&S products with PMO ASE.
  13. The candidate will provide technical support to M&S based forums, technical interchanges, working groups, IPTs, configuration control boards, and other meetings that include discussion of M&S that pertain to ASE. Technical support shall include preparation of briefing material and/or white papers; compiling reports summarizing meeting/event discussion points, outcomes, and action items; and representing the PMO ASE M&S Team. 
  14. The candidate will support the planning and execution of Configuration Audits to support the prototype, production, and fielding of ASE assets.
  15. The candidate will support the conduct of Configuration Change Boards (CCBs) to review, comment and disposition proposed Change Notices (CNs), Revision Notices (RNs), Change Proposals (CPs), Requests for Variance (VARs) and Engineering Change Proposals (ECPs) of ASE products.
  16. The candidate will review, track, update, and archive ASE Product CDRLs and configuration control documents (to include specifications, Interface Control Documents, and Engineering Change orders) to manage approved ASE Product design baseline.
  17. The candidate will review the ASE CDMP annually and provide update as required.
  18. The candidate is required to obtain and/or maintain a security clearance. Failure to do so would result in disqualification from this role.
Job Requirements

JOB REQUIREMENTS *

Bachelor's Degree in Engineering, or equivalent. 5 years of project engineering experience with a minimum of 10 years engineering or related experience.

U.S. Citizenship Required for this Position: Yes
