Foreign Military Sales (FMS) Program Analyst

The selected candidate will perform Foreign Military Sales (FMS) program analyst duties in support of the Threat Systems Management Office (TSMO) on Redstone Arsenal. Position is onsite, with occasional telework allowed. Occasional travel may be required.

Job Requirements and Duties:

  • Experience executing FMS Case and Admin funding.
  • Working knowledge of Army business processes and regulations regarding Foreign Military Sales (FMS) funds.
  • Ensure Foreign Military Sales (FMS) regulations and statutory requirements are adhered to.
  • Familiar with Pricing and Availability Sheets (PAS) in Integrated Major Pricing Analysis and Reporting Tool (IMPART) in support of case line-item pricing for Basic, Amendment and Modifications of various country specific Letters of Offer and Acceptance (LOAs).
  • Experience in developing and/or reviewing FMS LOAs and Pricing and Availabilities (P&As) in Defense Security Assistance Management System (DSAMS) in support of new and existing FMS requirements.
  • Review Letters of Request (LORs) for accuracy, completeness, funding source and country requirements within the constraints of the guidelines established by the Security Assistance Management Manual (SAMM).
  • Experience in using FMS systems such as DSAMS, Centralized Integration System International Logistics (CISIL), Defense Integrated Financial Systems (DIFS), Program Budget and Accounting Systems (PBAS), Common Operating Picture (COP) and IMPART.
  • Assist in the coordination of Program Management Reviews (PMRs), Working Level Meetings (WLMs) and recurring internal meetings.
  • Provide FMS support for daily business operations.
  • Provide financial reviews and reconciliations at a staff level.
  • Experience using GFEBS and SOMARDS is a plus.

Qualified Candidates MUST have:

  • An ACTIVE existing SECRET Security Clearance is required, with the ability to obtain a TS SCI clearance.
  • Minimum of a Bachelor's degree with at least three years of related FMS experience.
  • In-depth, with a general understanding of Army accounting processes, legacy accounting systems, and FMS.
  • Advanced experience with Microsoft Excel and knowledge of Microsoft Office products. Must have high proficiency in Excel and the ability to manage and manipulate large amounts of data into easily interpreted reports.
  • Excellent organizational skills, with the ability to manage multiple tasks in a fast-paced environment.
  • Outstanding verbal and written communication skills with the ability to clearly and concisely communicate with all levels of an organization to include senior military and government civilian personnel.
  • Strong research and reconciliation skills.
  • Experience in Army Aviation or Missile is preferred.
