Force Development Soldier and Maneuver Senior Analyst

Position Description: Thompson Gray is seeking a qualified Senior Analyst to support the Headquarters Department of the Army, G-8, Force Development Soldier and Maneuver Division (FDD) as a Staff Synchronization Officer (SSO). FDD SSOs shall have operational and/or technical and educational experience/expertise in Combat, Combat Support, Combat Service Support, or combined arms formations and procedures associated with these tactical formations, and expertise with FDD specific programs to be supported. FDD specific programs can include, but are not limited to, combat vehicles, Soldier weapons, Soldier individual equipment, Soldier sensors, and networks. The FDD requires an interdisciplinary skill set of Programming, Budgeting, and Execution (PPBE), Department of Defense (DoD) acquisition processes and procedures (DoD Instruction 5000.2), as well as expertise with materiel and/or force structure requirements development and validation (Joint Capabilities Integration and Development System (JCIDS)).

Senior Analyst will:

  • Perform work in conjunction with the government task lead, brief senior leaders to include two- and three-star generals, and Senior Executive Service (SES) members.
  • Develop draft program and system briefings for presentation to senior leaders
  • Analyze and evaluate fiscal resources and requirements for the Program Objective Memorandum (POM)/PPBE
  • Assist with programming and defending requirements thru the POM/PPBE process
  • Plan, program, and budget for programs to include providing recommendations for funding of approved requirements, monitoring contracts and programs during execution years and the allocation of PM identified monthly production and depot delivery quantities
  • Provide analysis, reviews, and recommendations in support of validation, prioritization, and approval of Army JCIDS documents (Initial Capabilities Document (ICD)), Abbreviated-Capability Development Document (A-CDD), CDD, and CDD-Update in support of the Army Requirements Oversight Council (AROC) or Joint Requirements Oversight Council (JROC) process
  • Provide analysis, reviews, and recommendations in support of validation, prioritization, and approval of Operational Needs Statements (ONS) for current operations and the Army requirements
  • Support the development of investment and resourcing strategies for Army and Joint programs
  • Develop a comprehensive annual funding strategy for assigned systems using established program requirements and approved facts and assumptions with regards to funding levels
  • Assist in the development of Division level funding and investment strategies for assigned portfolios
  • Monitor requirement and capability developments by attending and providing leader approved inputs at meetings and decision briefings
  • Conduct analyses and assist in the development of findings, conclusions, and recommendations relative to changes in doctrine; tactics, techniques, and procedures; training; sustainment; and threat capabilities and work to ensure such findings are reflected in approved program requirements documents
  • Attend meetings which address the resolution of critical system related issues and provide meeting minutes, Executive Summaries, and information papers that keep leadership apprised of issues and concerns and report/track all assigned action items
  • Maintain situational awareness regarding assigned programs, systems, and duties.
  • Assist in the development of budget justification documents, strategic communication plans, and maintain and update leader smart books

Requirements:

  • Bachelor's Degree
  • Active DoD Secret Security Clearance
  • Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information
  • Minimum 8 years of G8 Force Development (or equivalent) experience and expertise, including but not limited to:
    • Budgeting -POM/ PPBE
    • JCIDS - Requirements and Acquisition - Program Management
  • Operational and/or technical and educational experience/expertise in Combat, Combat Support, Combat Service Support, or combined arms formations and procedures associated with these tactical formations
  • Experience with Soldier Systems, Weapons, and/or Combat/Infantry Vehicles
  • Experience with Combat Systems (weapons, vehicles, units)
  • Experience working with and supporting the highest members of senior leadership
  • Ability to communicate effectively and articulately with team members, government personnel, and senior Army leadership
  • Ability to work within a team environment, as well as independently
  • Strong work ethic and aptitude for multi-tasking and/or managing multiple priorities
  • This is a high visibility position - professionalism and confidentiality of sensitive matters is required
  • Relevant Acquisition or Combat Systems related training and certifications are a plus
