Position Summary & Responsibilities
Job Responsibilities may include but are not limited to the following:
Recruitment: Responsible for the full recruitment process for all state positions at the Adjutant General’s Department. Plans, develops, evaluates, improves, and communicates programs, policies, procedures, and/or methods and techniques for recruiting, selecting, promoting, retaining, and compensating employees. Provides current and prospective employees with information about policies, job duties, working conditions, wages, benefits, training, and opportunities for promotion. Assists others in the determination of selection criteria, review of employment applications, and selection of qualified applicants. Provides hiring managers information needed for interviews to include scheduling and interview hosting assistance as needed. Acts as the primary point of contact for public inquiries regarding the recruitment process.
Background Checks/Clearances: Works closely with the Security Office (J2) or the National Guard Facilities Police Department (NGFPD) to facilitate background checks and security clearances for all new state employees at the Adjutant General’s Department. Ensures that necessary paperwork is completed and submitted and that fingerprints are scheduled.
Network Access: Works closely with the Information Management Office (J6) to facilitate network access for all new state employees at the Adjutant General’s Department. Ensures that necessary paperwork is completed and submitted, and that required training is completed and logged.
Miscellaneous/Other: Serves as a link between management and employees by handling questions, interpreting and administering policy and procedures and helping resolve work-related problems. Prepares and maintains and/or assists in preparing and maintaining departmental literature and/or handbooks. Performs other duties as required to achieve smooth operations within the office, help the agency and state with performing their respective missions, cover in the absence of the HR Director and other staff to include backup for payroll/benefits/KPERS, provide responsive customer service, help organize and host employee recognition and other special events, develop effective teamwork relationships and assist where needed in emergency situations. This includes, but is not limited to updating official HR bulletin boards, monitoring faxes, copying, maintaining and ordering an adequate supply of forms, ordering office supplies, performing and /or coordinating service and repair on office equipment, etc. Work will be performed in a timely manner and per Supervisor’s direction.
Filing: Establishes, maintains and/or purges official personnel, payroll and human resources files (i.e. timesheets, workers’ compensation, medical, unemployment, position descriptions, I-9s, etc.) in order to maintain necessary documentation for pre-established period of time; to ensure individual personnel files are current, in legal compliance and organized in pre-established format; ensure proper security and confidentiality of documents; and ensures the quick retrieval of documents. This requires knowledge and accurate application of various filing systems, the ability to organize new files in a logical manner and the ability to file accurately alphabetically, numerically, chronologically and by subject matter.
Mail: Picks up, sorts, date stamps and distributes mail. This is done to provide all staff with timely documents and documenting receipt of documents received for this office.
Archives: Prepares HR documents for archival in accordance with State Records Center policies and procedures. This will encompass knowledge of the State of Kansas Archival policies and procedures.
Qualifications
Education:
High School diploma or equivalent.
Minimum Qualifications:
One year of experience in planning, directing, organizing, managing, or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.
Ability to maintain confidentiality.
Good organizational work habits and attention to detail.
Ability to establish and maintain effective working relationships with co-workers and representatives of other agencies or departments.
Working knowledge of Microsoft Office including Excel, Word, and Outlook.
Preferred Qualifications:
Experience in a human resource office is preferred.
Required: Must have a valid Driver’s License and the ability to obtain and maintain a Department of Defense Security Clearance as a Condition of Employment.
