The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning and administration of all publicly funded substance abuse and mental health services, designating Baker Act Receiving facilities, and licensing substance abuse providers.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

THIS IS PENDING RECLASSIFICATION.

This is a highly responsible and professional position that will serve as the programmatic Block Grant Coordinator (Government Analyst II), for the Substance Abuse Prevention and Treatment and Community Mental Health Services Block Grants. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • Preparing draft Block Grant applications/plans and reports;
  • Tracking progress on various performance indicators;
  • Organizing and managing periodic federal site visits;
  • Preparing briefings for the Block Grant Planning and Advisory Council;
  • Drafting revisions to contract language and reporting templates to ensure compliance with federal regulations and directives;
  • Developing or obtaining Block Grant training and technical assistance materials;
  • Responding to ad-hoc requests from federal Project Officers for information and revisions in a timely manner.
  • Collaborating and coordinating with other staff to ensure that all functions and tasks are performed accurately and in compliance with rules and regulations.
  • Monitoring grant-related priorities related to HIV testing services; primary drug prevention services; coordinated specialty care for early serious mental illness; crisis response services; and specialized services for pregnant and parenting women and persons who inject drugs, among other topics.
  • Collaborating and coordinating with the financial Block Grant Coordinator.

Salary commensurate with experience.

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university in human services or a related field is preferred and four years of grant/project management.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.

Preference will be given to applicants who have:

  • Experience in strategic planning.
  • Experience in analyzing and describing unmet needs and gaps related to behavioral health services.
  • Experience with technical writing, including drafting state or federal grant reports and applications.
  • Experience collecting and analyzing public health data.
