POSITION DESCRIPTION: Supervises employees by communicating regularly, motivating, training, evaluating, planning, and directing employees' work. Supervises and evaluates the work activities of subordinate employees including planning workloads, workflows, deadlines, work objectives, and time utilization. Reviews work for accuracy, completeness, and compliance with directives, policies, and procedures. Participates in and conducts interviews for hiring, promotions, reassignments, and other personnel actions as necessary.
Analyzes and monitors vouchers throughout payment process; follows up with correction and timely resubmittal of rejected vouchers from the Department of Financial Services (DFS). Analyzes management reports on invoice compliance rates, late or rejected invoices, and interest payments. Prepares detailed analysis of errors by reviewing the transaction and/or follow up discussions with the audit staff and the Comptroller’s Office.
Coordinates with payment auditors to ensure that vendor invoices are processed timely and in compliance with established policies and Florida Statutes. Reviews and interprets procedural questions/issues relating to the payment of invoices with District and Central Office personnel and the State Comptroller’s Office. Develops internal controls to ensure compliance with audit and inspection reports. Monitors the operation and work-flow of web based accounting and financial systems including the Florida Accounting Information Resource (FLAIR) system, MyFloridaMarketPlace (MFMP), WORKS Purchasing Card application, State Travel Management System (STMS), and Consultant Invoice Transmittal System (CITS).
Coordinates all Contract Funds Management (CFM) activities in a timely manner by updating the status of contracts in CFM, verifying that an approved funds encumbrance was received before the execution and/or begin work dates of the contract and that all relative information is correct. Researches any problems and takes corrective action as necessary.
Reviews reports on contract payment processes. This includes tasks such as performing periodic review and analysis of operations to ascertain adequacy of internal controls and timely and accurate operational efficiency, compliance with statutes, administrative codes, procedures, and policies.
Creates, designs, coordinates, and provides training for District Seven employees. This includes invoice processing; purchasing card processing; travel policies and procedures; cash receipts; timesheet completion and approval; as well as any other training in the disbursement/accounting/financial field determined necessary by management or requested by employees.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to supervise people effectively, determine work priorities, and assign work tasks. Knowledge of supervisory practices and principles. Ability to lead a team. Skilled in performing work that requires a high level of attention to detail. Skilled in auditing. Knowledge of accounting principles, practices, and procedures. Knowledge of contract terminology and statutory regulations. Knowledge of an accounts payable system and payment processing. Ability to identify needs and develop and present effective training. Ability to analyze transactions and reconcile accounting records. Ability to analyze and interpret accounting data, applicable rules, regulations, policies and procedures. Knowledge of current and higher level accounting procedures and practices. Ability to perform basic arithmetic calculations. Ability to use a personal computer and email. Knowledge of Microsoft Word and Excel. Ability to review documents for accuracy and completeness. Ability to create and maintain spreadsheets that track and graph data and produce professional quality reports. Ability to work independently and prioritize work assignments to meet deadlines. Ability to communicate effectively orally and in writing. Ability to deal with internal and external customers in a prompt, professional and courteous manner. Ability to follow oral and written instructions. Ability to generate and recognize imaginative or creative solutions in work related situations. Ability to remain calm and effective under pressure.
