The Work You Will Do:

This is an intermediate professional environmental position that reports directly to the Environmental Administrator- SES of the Data Quality Section in the Division of Air Resource Management’s Office of Air Monitoring. This position is responsible for providing operational support in the Division’s laboratories; providing field performance audit support; providing support to DARM related air monitoring activities, including developing and revising various types of air monitoring quality assurance user documentation, including standard operating procedures (SOPs), technical notes, how-to guides, references, manuals, forms and instructions; reviewing and making technical environmental evaluations and recommendations concerning the collection, analysis and reporting of ambient air quality data; participate in statewide systems audits; providing support in database maintenance and management; and, providing meeting and training support. The incumbent is expected to be aware of and abide by the Department's standards of conduct, as well as rules, directives, policies, and procedures applicable to the position. This position requires being a respectful team member and displaying a cooperative attitude.

The Division of Air Resource Management is charged with regulation of Florida’s air resource, including air quality monitoring, permitting and ensuring compliance of emission sources. Through a variety of services for our customers – the public and industry – the division regulates the state of Florida’s air resource fairly, consistently, and efficiently, while implementing state, federal, and U.S. Environmental Protection Agency requirements and enabling the economic development of the state. The Division provides these services through its Director’s Office, Office of Business Planning, Office of Air Monitoring, Permit Review Section, and Compliance Assurance Section.

Pay:

Salary Range Annually $43,000.00 - $46,000.00 (Commensurate based on experience)

Your Specific Responsibilities:

Data Evaluations/Audits: Conducts periodic data reviews and audits to ensure that data has been collected, analyzed, and handled in accordance with applicable federal and state regulations and established air monitoring policies and procedures to ensure consistency throughout the statewide program; makes recommendations that contribute to improvements in the quality system; conducts follow-up audits/data reviews to monitor progress; prepares written reports consistent with applicable regulations and policies.

Data Validation Support: Performs data validation to ensure data quality goals have been achieved to ensure that all project requirements are met and determine the impact on data quality for those that were not met, ensuring the accuracy, completeness, validity and compliance with regulatory guidelines The performance of the data validation functions is to ascertain the usability of the data and to ensure that results obtained are legally defensible.

Documentation Support: Provides support in the preparation of standard operating procedures (SOPs) and forms used in the ambient monitoring and quality assurance program areas. Reviews, modifies, and distributes SOPs, forms, and quality assurance documentation to comply with environmental standards, regulations, policies, and procedures.

Laboratory and Audit Support: Conduct standards laboratory calibrations/certifications; assist with field performance audits; and perform PM2.5 gravimetric laboratory support activities in adherence to applicable federal and state regulations and established air monitoring policies and procedures.

Air Monitoring Database Support: Assist in the DEP Air Monitoring Validation Program (AirMVP) database for the statewide ambient air monitoring program including the following duties: updates to the site, parameter, area and security code files; updates, additions, and deletions to the data base as required; assists the field technicians, local programs and industries with questions/problems; assists with data entry issues from the field technicians and local programs as required; retrieves and disseminates data or information to internal and external customers as needed.

Meeting and Training Support: Records, distributes, and archives meeting, training notes, and supporting materials. Develops training support materials (presentations, videos, etc.) for program training events. Participates in program related training events.

Perform other duties as directed by the Administrator.

Required Knowledge, Skills, and Abilities:

Knowledge of physical or natural sciences

Knowledge of environmental and scientific concepts, terminology, and principles

Knowledge of data collection and analysis principles and procedures

Knowledge of State and Federal regulations, procedures and policies as they relate to the quality assurance for ambient air quality monitoring

Skilled in using Microsoft Office applications

Skilled in using personal computers

Skilled in performing basic math calculations

Skilled in understanding, interpreting and applying rules, and regulations, policies, and procedures

Skilled in evaluating, analyzing, and interpreting scientific and technical data

Skilled in problem solving and preparing technical reports and documents

Skilled in database programs and records management/maintenance

Ability to prepare technical reports

Ability to plan, organize, and coordinate work assignments

Ability to manage multiple priorities

Ability to organize others to deliver documentation in a timely manner

Ability to communicate effectively both orally and in writing

Ability to work effectively with a diverse group of people from a wide variety of technical and non-technical backgrounds

Ability to read and accurately interpret technical manuals and procedures

Ability to lift and carry up to 50 pounds

Ability to be organized and detail oriented

Ability to independently plan, organize, coordinate, and complete work assignments in a timely manner
