Job Title: ENVIRONMENTAL HEALTH SPECIALIST – 6400---

Your Specific Responsibilities:

This position is allocated to the Environmental Health Program of the Leon County Health Department. The incumbent in this regulatory position is responsible for the compliance of Rabies Surveillance, residential facilities, mobile home/RV park, public swimming pools and bathing places, public and private schools, and Biomedical Waste facilities with the appropriate Florida Statutes, Florida Administrative Code requirements and the Leon County Ordinance relating to sanitary practices.

Conducts routine inspections for residential facilities, mobile home/RV park, public swimming pools and bathing places, private/public schools, and Biomedical Waste facilities in an assigned area of Leon County in compliance with the appropriate Florida Statutes, Administrative Codes, Department policy and Leon County Ordinances. Conducting all re-inspections within the assigned timeframe and documenting necessary changes to the scheduled time.

Responsible for Rabies Surveillance Program. Conducts initial and follow-up investigations for all reported animal bite cases. Investigates possible exposure cases, prepares specimens for laboratory examination and performs follow-up of quarantine. Prepares reports and/or provides data regarding program services and activities as needed. Completes all required paperwork. Establishes quarantine requirements for bite animals in compliance with the current Rabies Prevention and Control in Florida Guidebook. Conducts necessary site investigations to ensure compliance. Completes quarantine agreement documents with animal’s owner and conducts site visit to evaluate animal’s health at the time of release from quarantine. Coordinates with appropriate Animal Control agency to locate, capture and confine bite animals as necessary. Ensures patient confidentiality in compliance with HIPPA standards. Maintain confidentiality of medical information, records, and data pursuant to County policies and procedures and the State of Florida and Federal HIPAA regulations.

Provide health educational resources for schools, community groups, and public and other organizations on communicable diseases. Design and participate in outreach activities in settings of epidemiological significance, such as health fairs, community events, schools, or other identified events as needed. Work closely with other agencies, health care providers and hospitals to assist with assurance of appropriate care and management of patients affected by potential foodborne illnesses. Participate in local, regional or state public health meetings or with other local partners meetings as required.

Investigates programmatic and assigned sanitary nuisance complaints in all areas of environmental health. Collects evidence, prepares legal notices, and initiates appropriate enforcement action when warranted. Initiates enforcement actions by drafting non-compliance letters, warning letters, and assists with other enforcement actions to gain compliance within a prescribed time frame. Prepares documentation such as letters, pictures, and reports for submission to EH Supervisor.

Regularly responsible for reviewing applications for licensure and/or sanitation certificates, making recommendations to the supervisor or director as to the status of licensure and/or certification for all the above establishments.

Regularly assists the director or supervisor in providing educational guidance in all areas of environmental health listed above to owner/operators, workers, and the general public in order to minimize the potential for environment health hazards, other health and safety factors in Leon County establishments.

Provides emergency relief coverage in the septic program in extenuating circumstances or as needed.

Assist with other duties and assignments as requested by the supervisor or director.

Qualifications:

Minimum – Associates (A.A.) degree from an accredited institution necessary to be successful in the position. Applicable work experience may be substituted.

Preferred – Bachelor’s degree from an accredited institution that, while not required, are good to have for those serving in the position and may lead to a higher level of success in the position.
