It is our goal to provide our employees with a work environment that promotes professional and personal fulfillment, career development, and job enrichment.Job Summary/Purpose: The Gemini 3 Group is seeking a Program Analyst to support N2N6W Crypto-Electronic & Cyber Warfare Division PPBE Coordination and POM development SupportEssential Responsibilities/Functions:
Retrieve financial data from the Program and Budget Information System (PBIS) or Resource Allocation Planning System (RAPS), organize and analyze the data. Report findings using charts, graphs or other appropriate presentation format in Microsoft Word, PowerPoint, Excel or other software package as designated by division PPBE Coordinator or ROs.
Maintain awareness and understanding of overarching POM schedules and division leadership calendars. Pay careful attention to changes in the POM process based on the most recent guidance and POM Serials. Report findings to division PPBE coordinators and Requirements Officers (RO).
Maintain familiarity with the financial structure of division programs and investments using PBIS, RAPS, and PBISWeb to examine budget exhibits (RDocs and PDocs), or other data sources as required. Report changes and anomalies to the division PPBE coordinator.
Understand the portfolio of programs in their assigned area well enough to analyze proposed and finalized programmatic adjustments in PBIS and RAPS to determine how programming and budgeting issues therein affect division programs.
Report findings to division PPBE coordinator and ROs as appropriate.
Prepare, coordinate, and submit technical changes to correct errors or other anomalies to the PPBE Coordinator.
Track Obligations and Execution performance of division programs. Report findings to the division PPBE coordinator.
Participate in division POM meetings and provide staffing support for programmatic issues being developed. Conduct working level coordination of candidate issues and offset sources with the appropriate N2N6 Requirements Officers, Program Offices and Fleet representatives.
Support development and data entry of division PPBE issues into RAPS for transfer to PBIS or for direct entry into PBIS. Ensure accuracy of all required information with particular attention to issue titles, spelled out acronyms, justification and required budget level detail.
Support preparation, staffing and submission of division program reviews (including financial requirements, current funding levels, schedules and known risks), briefs, dualies and other products. Ensure finished products are in strict compliance with prescribed format per relevant guidance and provide to the division PPBE coordinator.

Required Experience:
POM Process Expertise - 5 years overall experience (Active/Reserve Duty, DoD Civilian, or Defense Contractor) with at least of 3 years as a member of a POM development and integration team in at least one the following areas:
Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems
Information Technology (IT)
Space systems
Signals Intelligence (SIGINT)
Electronic Warfare (EW)
Cyber
Meteorology/Precise Time and Astrometry
PPBE Databases - 5 years overall experience (Active/Reserve Duty, DoD Civilian, or
Defense Contractor) with at least of 3 years as a member of a POM development and integration team using at least one the following systems:
PBIS
RAPS
SNaP
Or other similar DoD programming management database
Organizational Expertise - 5 years overall experience (Active/Reserve Duty, DoD Civilian, or Defense Contractor) with at least of 3 years as a member of a POM development and integration team working with at least one the following organizations:
OPNAV N8
OPNAV N9
FM&C
Budget Submission Office (BSO)
Or other similar Navy, DON or DOD program development organization
Required Education, Licenses and Certifications:
Bachelor’s degree or higher in business, finance, or related field.
Security Clearance Requirements:
Active Secret Clearance
