The Fedcap Group is Hiring a Job Developer Near Washington, DC

Position Summary:

The Job Developer for the Washington, DC Temporary Assistance for Needy Families (TANF) Workforce Development program will develop and maintain ongoing professional contacts with private, public, nonprofit, and religious/academic organizations to promote and create opportunities for placing Customers (TANF recipients referred to Fedcap by the District of Columbia's Department of Human Services), explain the financial benefits an employer will receive when hiring or placing a TANF Customer, as well as outline the additional employment supports and retention services after placement. Job Developers are responsible to match available jobs with Customer interests and abilities to achieve a sufficient number of job placements monthly.

Two separate programs comprise our Workforce Development contract with the District of Columbia's Department of Human Services (DHS); Job Placement's primary focus is Customer placement into unsubsidized employment; and Education and Occupational Training's primary focus is to enhance a customer's skill level through education and training in order to be referred to a Job Placement program after receiving credentials. Additional details provided below:

Education and Occupational Training (EOT): Case management supports, barrier removal, development and monitoring of training programs, possible on-site training with industry recognized credentials. Outreach and non-compliance support services.

Job Placement (JP): Case management supports, barrier removal, job readiness training, job development services, services to assist with career advancement, retention services. Outreach and non-compliance support services.

Essential Job Functions:

  • Build professional relationships with the business community and leverage those relationships to create a pipeline of job openings
  • Achieve monthly job placement goals by working closely with Case Managers to place Customers in quality, long-term, unsubsidized jobs
  • Conduct a sufficient number of cold calls, foot prospects, and other prospecting activities each day to employers with the express purpose of identifying businesses that are currently hiring and willing to provide preferential treatment to Fedcap Customers
  • Meet and understand the skills of job seekers to identify barriers to employment, as well as how to best present them to employers
  • Design and create recruitment strategies, including hiring fairs, onsite employer visits, and info sessions
  • Review DHS-administered assessments, develop and amend Customers' Detailed Individual Responsibility Plans (DIRPs), and help Customers achieve their employment goals
  • Develop trusted working relationships with assigned TANF Customers and monitor Customer engagement and progress up through Customer's first year of employment
  • Observe all policies and procedures and attend all required trainings and certifications as scheduled
  • Responsible for capturing and recording employment information and then working closely with the Customer to maintain and obtain job promotions and/or salary increases on the job
  • Diligently verify and report all aspects of Customer milestone achievements to DHS
  • Stress urgency and ownership, guiding Customers through a learn-by-doing process during their service planning and delivery
  • Facilitate the successful utilization of job readiness training, rapid job searching, job retention services, and/or education services.
  • Achieve monthly job placement goals by working closely with Case Managers to place Customers in quality, long-term, unsubsidized jobs
  • Conduct a sufficient number of cold calls, foot prospects, and other prospecting activities each day to employers with the express purpose of identifying businesses that are currently hiring and willing to provide preferential treatment to Fedcap Customers
  • Document activities, participation, compliance, and employment progress in the Electronic Case Management (ECM) systems
  • Assist in compiling data for reports, including but not limited to, Customer timesheets and placement and retention reports
  • Participate in learning collaborative through both regional and online conferences

Education and Experience:

  • A minimum of a bachelor's degree from an accredited college or university; a minimum of three (3) years of experience conducting job development and placement activities; and/or work experience determined to be acceptable to the agency.
  • Bilingual is a plus.
