General Description

Performs complex (journey-level) information security and cybersecurity analysis work. Employees at this level may work more independently than those at the previous levels and may routinely assist other staff in performing work of greater complexity. Work involves protecting cybersecurity assets and delivering cybersecurity incident detection, incident response, threat assessment, cyber intelligence, software security, and vulnerability assessment services. May provide guidance to others.

Works under general supervision of the Director of Information Technology with limited latitude for the use of initiative and independent judgment within the limits of agency and team policies and procedures.

Essential Duties and Responsibilities

· Assist in the development of plans to safeguard computer configuration and data files against accidental or unauthorized modification, destruction, or disclosure and to meet emergency data processing needs.

· Coordinate agency policies for encryption of data transmissions and the definition of firewall configuration to protect confidential information in transit.

· Assist in the design, development, modification, testing, and integration of database or computer hardware systems to protect against cyber threats.

· Assist in the design, automation, management, and deployment of security applications and infrastructure program activities.

· Monitors and analyzes cybersecurity alerts from cybersecurity tools, network devices, and information systems.

· Monitors and maintains cybersecurity infrastructure and/or policies and procedures to protect agency’s information systems from unauthorized use.

· Performs cybersecurity incident detection, analysis, and prevention.

· Performs vulnerability scans of agency networks and applications to assess effectiveness and identify weaknesses.

· Performs forensic analysis of information systems and portable devices and forensic recovery of data using assessment tools.

· Researches and analyzes cybersecurity threat indicators and their behaviors and recommends threat mitigation strategies to managers and senior executives.

· Communicates and collaborates with cybersecurity professionals in other State of Texas agencies to stay abreast of emerging technologies and programs.

· Coordinates the implementation of computer security plans with agency personnel and outside vendors.

· May serve as back-up to other Information Technology staff in their absence.

· Provides guidance to employees, team leaders, and directors about cybersecurity awareness, including developing annual cybersecurity awareness training program.

· May assist with the development of IT disaster recovery and business continuity planning.

· Determines work priorities and schedules time accordingly.

· Complies with all agency personnel policies, including regular attendance.

· Performs related work as assigned, including job duties provided in the SAO job description.

Knowledge, Skills, and Abilities:

Knowledge of the limitations and capabilities of computer systems and technology; technology across all mainstream networks, operating systems, and application platforms; operational support of networks, operating systems, Internet technologies, databases, and security applications and infrastructure; cybersecurity and information security controls, practices, procedures, and regulations; incident response program practices and procedures; and information security practices, procedures, and regulations.Skill in the use of applicable software and the configuring, deploying, monitoring, and automating of security applications and infrastructure.

Ability to resolve complex security issues in diverse and decentralized environments; to plan, develop, monitor, and maintain cybersecurity and information technology security processes and controls; and to communicate effectively and provide guidance to others.

Ability to maintain confidential and sensitive information.

Skill in the use of standard office equipment, computers, and computer software, including Microsoft Word, Excel, and Adobe.

Education and Experience Requirements:

  • Experience and/or education in a field relevant to the work being performed.
  • Graduation from an accredited four-year college or university with major coursework in information technology security, computer information systems, computer science, management information systems, or a related field is preferred. Education and experience may be substituted for one another.
  • Experience with Fortinet suite of products (FortiClient, FortiGate, etc.) is preferred.
  • Experience with State of Texas and TSBP computer systems and databases (such as Versa, Abacus, CAPPS, Laserfiche, etc.) is preferred.

License Required: None.

Environment/Physical Conditions

Normal office environment. Tobacco free work place. Sitting and operating a personal computer for long periods of time. Correctly lift up to 25 pounds. Physical conditions will require a person with sufficient stamina to maintain a constant high level of concentration, frequently intense with many interruptions, for long periods of time.

Conditions of Employment

Upon employment, all persons hired will be required to complete state and/or national fingerprint identification checks. Employees must be eligible, as determined by the Texas Department of Public Safety, to access criminal history records. Felony convictions and certain misdemeanor convictions will cause ineligibility. Upon employment, employees must be able to pass the required online CJIS class regarding the security of criminal records.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form (Form I-9) upon hire. TSBP participates in E-Verify and will provide the Federal Government with your Form I-9 information to confirm that you are authorized to work in the U.S. TSBP is unable to sponsor employment visas.

In accordance with Texas Government Code, Sec. 651.005, all males who are 18 to 25 years of age must present proof of registration with Selective Service or exemption from registration upon hire.
