Job Summary:

Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Information Technology Division. Work involves establishing goals and objectives, reviewing guidelines and procedures, establishing priorities, and coordinating and evaluating activities for the agency’s technology functions. Develops, reviews, and monitors the division budget. Plans, assigns, and supervises the work of division staff. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. This position reports to the Executive Director.

Qualifications:

· Graduation from an accredited four-year college or university with a degree in a technology or related field is required. (Relevant work experience, in excess of the required five years listed below, may be substituted for college on a year-for-year basis.)

· Five years of senior-level information technology experience is required.

· Three years experience in systems design and analysis is required.

· Three years experience working with networks and computer hardware is required.

· Three years experience in information technology for lottery or gaming organizations is required.

· Three years experience supervising employees is preferred.

· Willingness to work irregular hours such as weekends, holidays, and nights as required.

· Willingness to travel up to 10% for job-related purposes as required.

Knowledge, Skills, and Abilities:

· Extensive knowledge of state and federal laws, regulations, and requirements related to state lottery activities.

· Extensive knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.

· Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.

· Skilled in the use of computer equipment and in modifying programs for computer applications.

· Ability to process information logically, design programs and systems logic, prepare program specifications and to code, test, and debug computer programs.

· Ability to interpret technical information relating to computer programming and other areas of data processing.

· Ability to develop, revise, and evaluate standards, policies, and procedures.

· Ability to define, generate, (re)engineer, implement, and evaluate likely and actual IT systems and solutions.

· Ability to establish program goals and objectives that support the strategic plan of the agency.

· Ability to direct and organize program activities.

· Ability to effectively plan, assign, supervise, and evaluate the work of others engaged in a variety of tasks.

· Ability to identify problems, evaluate alternatives, and implement effective solutions.

· Ability to clearly and effectively communicate with Commission management, other Commission employees, vendors, other government officials, and the general public.

· Ability to prepare clear and concise reports.

· Ability to develop, interpret, and apply Lottery Commission laws, policies, procedures, and regulations.

· Ability to analyze data, solve work related problems, and present conclusions and/or make recommendations clearly in written and verbal format.

· Ability to work well in stressful situations under strict deadlines.

Physical and Mental Requirements:

· Must be able to sit or stand for extended periods of time, work under deadlines, and operate standard office equipment and computer software.

Essential Job Functions:

Provides direction and guidance in the strategic operation and planning of the Information Technology Division by:

· Establishing IT goals and objectives consistent with agency strategic planning, and developing and/or approving schedules, priorities, and standards for achieving the goals and objectives.

· Overseeing the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.

· Analyzing proposed and/or new legislation to determine the impact on the agency or IT operations.

· Coordinating, facilitating, and consulting with internal and contracted personnel on automated information, administrative, communications, and management systems and initiatives.

· Overseeing, analyzing, and defining agency business continuity and disaster recovery plans, responsibilities, and procedures.

· Advising executive management on appropriate matters as needed.

Oversees and manages all activities for the Information Technology Division by:

· Overseeing, directing, and supervising the daily operations and activities of IT staff, which includes analyzing workflow, prioritizing effort, and planning/assigning work and resources.

· Directing the planning, design, development, implementation, support, and maintenance of information technology security measures to safeguard division information.

· Overseeing projects that cross functional agency systems and other state entities that require coordinating, planning and scheduling during project development and implementation stages.

· Proactively developing and directing IT teams and meeting with agency and vendor staff to identify IT needs, appropriately resolve IT problems, and investigate and resolve complaints, discrepancies, and imbalances.

· Monitoring the performance of vendors to ensure services are provided in an appropriate and timely manner.

· Directing and supporting all aspects of personnel recruitment, training, and management for the division.

· Performing employee performance evaluations on direct reports and overseeing employee performance evaluations of other division staff.

Manages all technical activities for the Information Technology Division by:

· Overseeing the development, analysis, and revision of systems design procedures, program code, test procedures and quality standards.

· Researching and analyzing project proposals, software modifications, system modifications, and new products.

· Reviewing and evaluating programming efforts in relation to systems requirements.

· Advising staff in the solution of programming problems and making recommendations to improve programming operations.

· Analyzing proposed computer applications in terms of equipment requirements and capabilities.

· Analyzing, reviewing, and revising programs to increase operating efficiency or to adapt to new procedures.

Performs administrative functions to support the operation of the Information Technology Division by:

· Directing the preparation and presentation of management and productivity reports relating to IT activities and responsibilities.

· Ensuring agency compliance with all state reporting requirements for Information Technology.

· Overseeing the development, submission, and management of the IT budget.

Performs other related duties as assigned.

SELECTIVE SERVICE REGISTRATION
