TeleSolv Consulting has an immediate opportunity for an experienced Subject Matter Expert (SME) Level IV in Acquisitions and Acquisition Strategyto provide expert analysis and consultation services for a federal client with facilities in Alexandria, VA.

Duties / Responsibilities:

  • Providing expert analysis and recommendations for acquisition efforts, based on industry and government best practices.
  • Developing and implementing an enterprise acquisition strategy
  • Establishing a matrixed acquisition support services model to an organization
  • Providing thought leadership to acquisition recommendations and acquisition Strategy guidance
  • Providing expert guidance, direction, and recommendations for multiple IT acquisitions
  • Guiding project managers and government staff in drafting all elements of an acquisition package including SOW/PWS/SOO, Acquisition Plan, Market Research, Independent Government Cost Estimates (IGCEs), requirements management practices, and justifications.
  • Performing acquisition planning
  • Conducting detailed research and analysis of technical data
  • Reading and interpreting acquisition policy, regulations, and directives
  • Organizational change management to implement a long term and far-reaching acquisition strategy.
  • Leading or being a member of a team of acquisition and non-acquisition professionals to solve acquisition and project management-related problems to achieve mission success.

Expertise/experience in the following areas:

  • IT Acquisitions.
  • IDIQ contracts with Task and Deliver Orders.
  • Small business contracting.
  • Acquisition documentation and analysis.
  • Acquisition strategies.
  • Category management.
  • Using Best-In-Class and strategic sourcing vehicles.
  • Acquisition lifecycle management.
  • Best value and Lowest Price Technically Acceptable (LPTA) evaluation methods.
  • Drafting source selection plans and technical evaluation reports using agency specific templates.

Minimum Requirements:

  • Bachelor's degree in information systems, Business Management, or Acquisitions.
  • Active Public Trust or the ability to obtain one.
  • Ten (10) years of experience in managing and leading government or industry IT acquisition efforts with a focus on achieving strategic goals and performing the following tasks:
  • Developing and implementing an Enterprise Acquisition Strategy, including category management, and selection/using best-in-class and strategic contracting vehicles.
  • Establishing a matrixed acquisition support services model to an organization.
  • Providing Acquisition recommendations and Acquisition Strategy guidance (thought leadership).
  • Independently drafting all elements of an acquisition package, including SOW/PWS/SOO, Acquisition Plan, Market Research, Independent Government Cost Estimates (IGCEs), requirements management practices, and justifications.
  • Communicating effectively, both orally and in writing.
  • Conducting detailed research and analysis of technical data.
  • Reading and interpreting acquisition policy, regulations, directives.
  • Using Microsoft applications: Word, Excel, PowerPoint, Outlook, Teams, SharePoint.
