Position Overview Avantus Federal, recently acquired by QinetiQ US, is seeking a Senior Engineer / Technical Subject Matter Expert in the area of Fifth and Future Generation (5G, FutureG) wireless technology applications to drive acquisition and execution excellence for a portfolio of Advanced Research (AR) Directorate programs within the FutureG Initiative. This position is responsible for providing technical support and counsel to senior government staff on multiple programmatic efforts related to the research, development, integration, prototyping and transition of various mobile telecommunications and network technologies across a variety of Joint and Service missions. This role requires candidates with a demonstrated record of successful engagements, support, and senior technology responsibilities on US Government programs, either as an academic, industry or government participant. The successful candidate will have a detailed and expert understanding of the 5G/FutureG wireless technology domain and will advise and assist senior government staff on technology applications and assist in the enhancement of DoD technologies related to 5G/FutureG wireless networks. Key areas of 5G/FutureG AR interest include technologies, architectures, and solutions in the following areas: * 3GPP Technology Study and Work Items for Release 15,16,17 and 18 * Spectrum Coexistence; Dynamic Spectrum Management/Engineering * Distributed Multiple Input / Multiple Output Networks * High-performance Mobile Ad-Hoc Networks * Digital Communications and Software Defined Radios (SDR) * O-RAN, Open Architectures, and Network Virtualization; * Programmable Networks, PISA (protocol independent switch architectures) * Mobile Internet Protocols and Hybrid Network Architectures * Wireless network operations security and resilience Responsibilities * Provide direct technical support to the AR program acquisition and execution oversight functions from concept definition through capability demonstration for multiple 5G programs across multiple different mission areas * Support the definition and documentation of strategic technology objectives, strategies, and strategic plans * Technical coordination with appropriate 5G community stakeholders across the US Government and within industry and academia; Represent program technical/technology interests as required throughout OUSD/R&E/FutureG community, to include the 5G Cross Functional Team (5G CFT) * Support the establishment of an AR presence at conferences and symposia; acts as a key member of the AR technical team responsible for broad communication of technical strategies and objectives, through white papers, conference papers, etc. * Write and deliver technical elements of AR portfolio-level reporting products according to defined cadence, timelines, and templates * Assist in defined engagements with congress to identify and recommend specific legislative proposals to strengthen 5G/FutureG standards and security, incentivize deployment, and offset distortions to the open market * Key Program Acquisition Responsibilities: * Drive the evolution of an AR program portfolio consistent with documented strategic technology strategies, objectives, and roadmaps * Create and drive appropriate vetting/review of solicitation technical content, participate in evaluation of proposals, support technical scope negotiations and baselining * Assessment of suitability of proposed technologies against defined warfighter objectives * Review and shape follow-on opportunity program SOWs and schedules for consistency with established technical objectives, support program technical baseline negotiation prior to definitization * Key Program Execution Responsibilities: * Drive program technical execution excellence for a portfolio of programs within the OUSD/R&E 5G program office; owns oversight of technical program performance * Support major program reviews and monthly/quarterly program management reviews * Delivering program technical performance consistent with the integrated program baseline * Review/vet technical accomplishments throughout program execution * Ensure adherence to key technical objectives and alignment of evolving technical efforts to overall IB5G strategic technical objectives * Drive necessary documentation of technical work products and lead position for review of technical content for contract deliverables * Key technical position for program milestone reviews * Support identification and maturation of follow-on contract program opportunities Required Qualifications * US Citizen * Bachelors degree in a relevant STEM field * Strong technical subject matter expertise in the domain of 5G/FutureG * 10 years of experience supporting US Government programs in academia, industry, or government roles * Strong written and verbal communication skills and the ability to effectively interoperate with lower-level program personnel and upper-level executive management * Availability for limited domestic business travel in support to program portfolio execution responsibilities; estimated not to exceed 25% * Top Secret is Required; with the ability to obtain a TS/SCI security clearance; #Avantusclearedjob * The status of applicable COVID-19 vaccination requirements under Executive Order 14042 are subject to change depending on applicable court orders and the course of ongoing litigation.
