Overview The Lead Prototype Concepts Engineer Cyber, Special Operations Forces (SOF), Space supports the Office of Secretary Defense, Special Capabilities Office (OSD/SCO) and its mission partners oversight and management of the SCO prototype development, fielding, operations, and transition activities across Cyber, SOF, and Space capability areas and lead technical staff. Responsibilities * Oversee program research, assessment, and prototype initiation activities performed by SETA technical personnel; identify ways to compress non-kinetic Kill Chains.
* Oversee development of program Technology Assessments, System Vulnerability Assessments, prototype Concept of Employment and Operations (CONEMP, CONOPS), and Prototype Plans
* Resource assigned efforts in support of Bold Venture cost, schedule, and performance milestones and deliverables from inception through completion, including determining staffing experience and levels, to fully support active and projected project activities.
* Lead market research of technologies to track, identify, and assess technology evolutions, market trends, and patterns, including analysis of adversary threats spanning cyber, SOF, and space mission domains.
* Lead vulnerability and Kill Chain Analysis of customer-designated threat systems, including all-domain systems spanning C5ISRT that can impact US capabilities.
* Identify mitigation tactics and techniques for use against adversary attack vectors; identify appropriate operational test and demonstration venues
* Perform scenario development via simulated/wargaming methods to ensure the user's CONOPS is fulfilled by the prototype
* Synchronize prototype development cycle activities with Lead Prototype Engineer and Lead T&E Engineer.
* Support PMO engagements -- planning activities, program/technical/innovation reviews, risk and quality management, program issue corrective actions/resolution across all active projects.
* Establish and maintain effective relationships with PMO team, customers, subcontractors and other outside organizations. Qualifications Required: * Bachelors' degree or higher in a STEM field
* 15 years of progressive engineering/technical management experience, including three or more years of experience on projects that included prototype development activities
* Experience using tools such as Market Research Library & Summarization (MaRLS), and processes such as SCAMPER to improve quality and quantity of market research data and solutions
* Demonstrated experience working with senior DoD leaders, CCMD staff and joint elements. Preferred: * Five years of engineering management experience on a project(s) with one or more cyber, special operations, or space elements.
* Knowledge of non-kinetic Kill Chain Analysis methodology to enhance or develop new DoD capabilities in support of Combatant Command contingencies and operations.
