Primary purpose:

Provide engineering technical development support, assist in in oversight, project execution and project management responsibilities in support of new, commercially driven projects as well as sustaining projects. Candidate will be responsible to coordinate and communicate with the various Tallgrass commercial, PM, engineering and operational groups to support business development and be expected to take a defined business commitment, apply basic engineering analytical concepts, and assist project managers in development of project and engineering/execution plans for the successful completion of a project to meet the business objectives.

 Candidate will also assist in improvement and further development of Project Controls processes to ensure that proper cost and schedule controls are in place to predict costs and timing of outcomes, schedule, and scope variances within capital and sustaining projects expense activities.

 Work with Tallgrass’s various customers, the general public, government agencies and other stakeholders to communicate the project goals and objectives to advance the project from concept to design/engineering to construction and ultimately through realization of operations.

Essential duties and responsibilities:

  • Serve as on-site representative related to operational, commercial, expansion, and development projects.
  • Assist in the management of projects in a manner that assures safety, reliability, environmental and human impacts are mitigated while meeting the project goals (including but not limited to: Schedule, Budget, Safety and Overall Quality).
  • Assist in developing long- and short-term plans, including setting targets for milestones and adhering to deadlines.
  • Delegating tasks on the project to resources, internally or externally, best positioned to complete them.
  • Making effective decisions when presented with multiple options for how to progress with the project.
  • Serving as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy.
  • Assist in coordinating the bidding process to ensure competitive and effective costing.
  • Performing quality control on the project throughout development to maintain the standards expected.
  • Adjusting schedules and targets on the project as needs or financing for the project change.
  • Serve as on-site representative related to operational, commercial, expansion, and development projects.
  • Assist in development of preliminary work scopes, estimates and budgeting details of assigned projects/work items.
  • Coordinate the bidding process to ensure competitive and effective costing.
  • Provide project management to ensure that projects are completed on time and on budget.
  • Advise project lead of progress toward project objectives and develop strategies for necessary adjustments. Recognize and promote ideas that provide safer, more efficient, and cost-effective operation.
  • Effectively interface with customer representatives, regulators, Tallgrass staff and others as required.
  • Assist in creation of bid packages and scopes for contractors and vendors.
  • Assist in interactions with contractors throughout the bid and selection process.
  • Assist in interactions with contractors throughout all phases of project construction and commissioning.
  • Hands-on field management with full responsibility of capital and maintenance projects.
  • Interact with maintenance and operations during concept, design, construction, and completion of capital projects for smooth turnover to both departments.
  • Meet deadlines set by commercial commitments and operations.
  • Perform all job duties in accordance with Federal, State, and Local Regulations.
  • Follow all Tallgrass Policies and Procedures and best practices.
  • Perform all job duties focusing in on Good Manufacturing Practices.
  • Provide leadership and direction to project team that may be comprised of internal and external service providers including but not limited to Project Engineers, Planning Engineers, Operation Engineers and Environmental Engineers to ensure project success.
  • Assist in creation and direct the controls for assigned projects.
  • Provide or direct the appropriate level of project documentation during the project and following project completion to assure compliance with the policies of Corporate, Federal, State and other governing bodies.
  • Assist in preparation and deliver presentations that communicate project proposals, descriptions and status to upper management, governmental agencies and/or the public.
  • Assist in providing accurate monthly project cash flow forecasts.
  • Ensure ongoing improvement through evaluation of current processes.
  • Travel is required and anticipated as 10-15% across a broad geographic region.
  • Effectively plan, schedule, and manage multiple capital and operational projects concurrently to meet customer’s needs and expectations.
  • Organize projects in the Company’s financial control system, review and manage expenditures and commitments, and prepare monthly cost control reports.
  • Assist Business Development and Operations by preparing project scopes, cost estimates, and execution plans for new and expansion projects.
  • Deal with a wide variety of people with tact, courtesy, and professionalism.
  • Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.
  • Maintain a regular, dependable attendance and a consistently high level of performance.
  • Will work non-traditional hours as needed.
  • Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.
  • Other daily, weekly, monthly, or special project duties as identified and defined.
  • Other duties as assigned.

 Minimum requirements:

Education:

  • Project Engineer - Bachelor’s degree in Engineering, Construction or Project Management, or equivalent from an accredited institution along with 3 years of relevant job experience.

Experience/Specific Knowledge:

  • Must have 2 Years of experience in Projects environment with direct work experience in engineering or project management of natural gas or hazardous liquid pipeline or facility projects including high-pressure gas and liquid transmission, metering, compression, pump station, storage, truck loading terminals, gathering, treating, and processing.
  • Must have a complement of project management skills including project scoping and estimating utilizing work breakdown structures, cost and schedule control, design and construction management, team building, resource planning, procurement, and permitting.
  • Must possess basic understanding of midstream and downstream projects. Must have experience in executing large midstream pipeline, compressor and pump stations, marine export terminal projects.
  • Must have very strong analytical skills that are required to develop concepts while working in partnership with Commercial
  • Strong analytical skills and logical thought processes.
  • Must have experience in Cost Control management and extensive reporting background to upper management is required.
  • Exceptional verbal and written communication skills, including but not limited to the ability to present ideas, proposals, and results to business segment leaders and to internal and external customers.
  • Ability to organize and prioritize daily work, including tracking and managing large projects, and see projects to completion while maintaining strict confidentiality (as necessary).
  • Must possess general understanding of how corporate policies, procedures, practices, and processes relate to the Pipeline business segment, associated business units, and internal and external customers.
  • Understanding of basic economic analysis as it pertains to project justification.
  • Ability to identify and establish expectations in an employee/employer relationship (subordinate/manager).
  • Solid leadership, communication, motivation and interpersonal skills, and the ability to manage projects(s) that will include working with individuals with varying disciplines, backgrounds, and experience levels.
  • Working knowledge of applicable regulations and agencies such as DOT, OSHA, and various state counterparts.
  • Familiarity with DOT, NEC, ASME, API, and ASTM and other specifications, standards, and recommended practices typical in the natural gas or hazardous liquid transportation industry.
  • Proficient in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, Project, and Outlook.

Certifications, Licenses & Registrations:

  • Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).

Working Conditions:

  • The majority of the typical work day is spent in an office environment, though this may change, depending upon the location assignment. For work performed out of doors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location.
  • Must be able to work in all weather conditions.
  • Must be able to communicate effectively with fellow workers and demonstrate adherence to established safety policies and procedures.
  • Overtime may be required and extended work hours in cases of emergencies.
  • Required to carry a cell phone, and be available to respond during working and non-working hours.

Supervisory Responsibility:

  • Technical work direction and oversight of staff and contractors.

PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILLS, & ABILITIES:

Above the minimum requirements; not required but advantageous in this position:

  • Registered professional engineer.
  • Training in project management software and techniques including project scoping and estimating utilizing work breakdown structures, cost and schedule control systems, design and construction management, team building, resource planning, procurement, and permitting is a plus.
  • Knowledge of natural gas and oil pipeline, plant and pump station operations.
  • Experience with FERC pipeline projects.
