Location/Schedule:

Tallgrass has a flexible working environment that offers employees the option to choose from compressed weeks with half-day Fridays or every other Friday off and Hybrid options for specific roles. We currently can hire for this position from the following locations: Houston TX and surrounding areas. The pay range listed for this position is a good faith and reasonable estimate of the range of possible base compensation at the time of posting. 

Primary purpose:

We are seeking an experienced Project Director who is aware of all the steps needed from conceiving an oil & gas/ petrochemical project to its final implementation and handing over to plant operations. Experience in Ammonia/ Hydrogen/ Syngas projects with carbon capture is essential. Tallgrass Project Management Teams are responsible and accountable for the delivery of best-in-class capital projects. PMT is directly involved in executing and managing assigned projects safely, on schedule, within budget and to the highest standards of integrity and compliance. This will involve leading engineering, design, procurement, and construction of various sizes ($), types and complexity of small, medium to multi-billion-dollar mega projects.

This role will provide leadership, direction, and effective project management to ensure project completion in accordance with contractual obligations. Defines project goals and devises methods to accomplish them; develops in-depth knowledge of customer objectives, contract terms, and corporate policies. Plans, organizes, manages, and controls projects with the established policies, procedures, systems, and requirements with an adherence to Federal Regulations and company standards. 

Essential duties and responsibilities:

  • Lead the execution of a large capital project program for decarbonized H2/ syngas production/ support syn production for ammonia etc. according to the scope, schedule, and budget. 
  • Close coordination with the Tallgrass stakeholders viz. Commercial team, Legal, Communications, Finance, HR during the phase up to FID (Final Investment Decision) and in the project implementation phase as necessary.
  • Leading all aspects of the overall program for multiple decarbonized H2/ syngas production projects (SMR/ ATR etc.)viz.
    • Effective coordination with Tallgrass stakeholders viz. Commercial team, Legal, Communications, Finance, HR 
    • Process Licensor/s selection, finalization of ISBL/ OSBL/ Infrastructure configuration, 
    • EIA (Environmental Impact Assessment) study, 
    • Application/ receipt of necessary construction/ operation permits, 
    • Appointment and interaction with financial advisor and coordination with financial institutions and their technical advisors during pre-FID and implementation phases, 
    • Site surveys/ selection, Land acquisition/ right of way formalities, Building site infrastructure.
    • Selection of FEED (Front End Engineering Design) contractor with a view to Freezing of plant concept and cost/ schedule estimates,
    • Finalize strategy of Owner’s procurement,
    • Finalize strategy of project execution with single/ multiple EPC contractors, Assignment of Licensor/s contracts 
    • Formation of “Project Company”,
    • Any other work/ formalities required for reaching Project FID,
    • Defining project implementation organization (ISBL, OSBL, Infrastructure etc.)
    • Project implementation including closing of all Contracts,
    • Project handover to Plant Operations Group
  • If the projects involve production of downstream products to syngas production (e.g: ammonia), lead the syngas production project team within the overall project.
  • Setting up Owner’s teams to cater to all program aspects stated above and plant operation.
  • Manage the diverse project teams in executing the program and provide guidance and directives to ensure successful completion of the project.
  • Provide the technical and project management oversight to the design, construction, pre-commissioning, commissioning, startup of facilities, and close out of projects.
  • Oversees, motivates, and monitors the performance of the team, ensuring quality and timeliness of assignments and roles.
  • Create strong collaborative team environment by establishing common vision, setting clear expectations and accountability. 
  • Demonstrated capability of overseeing large‐scale projects with responsibility for the full performance of the project (planning, directing, supervising, and controlling all technical, fiscal, and administrative functions).
  • Capability to manage mixed contracting strategy such as Unit Price, Lump Sum, Reimbursable.
  • Has experience with managing complex scope changes.
  • Manages projects and monitors progress in an ordered, accurate way, provides accurate and timely information.
  • Has completed a full project from start to finish and spent time in the field implementing what was engineered.
  • Has coordinated the preparation of an integrated set of project execution plans for large/mega projects or complex projects (i.e., engineering, HSE, Quality, procurement, project controls, estimating, construction, etc.)
  • Manages execution, coordination, and implements regular reviews/controls to track project progress.
  • Comprehensive understanding of Project Control Reports, identifies problem areas, and implements recovery plans.
  • Interprets and understands all the key elements of the project schedule to identify adverse trends and take correction action.
  • Applies forward planning with schedule to resource the project appropriately.
  • Has successfully managed the application of appropriate coordination, reviews and follow ups across the project.
  • Assist PDs/PMs with creating bid packages and scopes for contractors and vendors.
  • Interact with contractors throughout the bid and selection process and throughout all phases of project construction and commissioning as needed.
  • Ensure deadlines are set and met.
  • Perform all job duties in accordance with Federal, State and Local Regulations, Tallgrass Policies and Procedures and with focus on Good Manufacturing Practices.
  • Provide leadership and direction to project team that may be comprised of internal and external service providers including but not limited to PDs/PMs, Project Engineers, Planning Engineers, Operation Engineers, and Environmental Engineers to ensure project success.
  • Manage personnel related matters, including providing performance-based feedback, providing support, and completing administrative paperwork as needed.
  • Deal with a wide variety of people with tact, courtesy, and professionalism.
  • Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.
  • Maintain a regular, dependable attendance and a consistently high level of performance.
  • Will work non-traditional hours as needed.
  • Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.
  • Other daily, weekly, monthly, or special project duties as identified and defined.
  • Other duties as assigned.

JOB REQUIREMENTS: 

Minimum requirements:

Education:

  • A Bachelor’s Degree, preferably in Chemical Engineering, from an accredited university with 20 years’ experience would be considered. A management qualification will be an added advantage.

Experience/Specific Knowledge:

  • Minimum of 20 years’ experience (US & Multinational), typically 15 years of relevant supervisory, project management, and/or technical experience in engineering or project management of OGC experience in all aspects of the project lifecycle with a focus on the Renewables Fuels markets (Syngas, Ammonia, Hydrogen, Alternative Fuels, Carbon capture). 
  • Management sponsorship experience will be an added advantage.
  • Technology sales/ selection/ Licensing experience is vital.
  • 10 years of experience as a Project Manager or Project Director of Lump Sum EPC Projects is required.
  • 5 years Commissioning & Start-up experience.
  • 10 years experience in basic/ detailed engineering and proposal management/ estimation.
  • 10 years of experience with large scale industrial gas plants.
  • Experience in participation in legal disputes/ Arbitration will be an added advantage.
  • Must have executed at least one Major Capital Project with a TIC of USD 500MM.
  • Must have extensive experience in developing Major Projects with a development portfolio of USD 1 Billion or more.
  • Must have full complement of project management skills including project scoping and estimating utilizing work breakdown structures, cost and schedule control, design and construction management, team building, resource planning, procurement and permitting.
  • Must be able to understand the needs of the business unit(s) for which development work is being performed.
  • Must possess basic understanding of midstream and downstream projects.
  • Strong analytical skills and logical thought processes.
  • Exceptional verbal and written communication skills, including but not limited to the ability to present ideas, proposals, and results to business segment leaders and to internal and external customers.
  • Ability to organize and prioritize daily work, including tracking and managing large projects, and see projects to completion while maintaining strict confidentiality (as necessary).
  • Ability to effectively deal with international companies, diverse nationalities, and cultures.
  • Must possess general understanding of how corporate policies, procedures, practices, and processes relate to the Pipeline business segment, associated business units and internal and external customers.
  • Understanding of basic economic analysis as it pertains to project justification.
  • Ability to identify and establish expectations in an employee/employer relationship (subordinate/manager).
  • Solid leadership, communication, motivation and interpersonal skills, and the ability to manage projects(s) that will include working with individuals with varying disciplines, backgrounds, and experience levels.
  • Working knowledge of applicable regulations and agencies such as EPA, PHMSA, DOT, OSHA, and various state counterparts.
  • Familiarity with DOT, NEC, ASME, API, and ASTM and other specifications, standards, and recommended practices typical in the natural gas or hazardous liquid transportation industry.
  • Intermediate proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, and Outlook.

  • Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).

Working Conditions:

  • Occasional overtime may be required. 
  • Most of the typical workday is spent in an office environment, though this may change depending upon the location assignment. For work performed out of doors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location.
  • Must be able to work in all weather conditions.
  • Must be able to communicate effectively with fellow workers and demonstrate adherence to established safety policies and procedures.
  • Required to carry a cell phone and be available to respond during working and non-working hours.
  • The successful candidate will be required to clear a drug screen and a complete background check, including credit report for certain positions, after an offer has been extended and prior to being employed.
