T2S Solutions is Hiring a Deputy Program Manager Near Aberdeen, MD

Summary:

We are seeking a highly skilled and experienced Deputy Program Manager to provide direct support to the Program Manager. The ideal candidate will oversee day-to-day task execution, manage projects and portfolios, and ensure the seamless operation of processes from initiation to completion. This role involves extensive collaboration with various teams, including the Program Management Office (PMO), financial analysts, subcontractors, and government customers, to achieve project objectives and maintain compliance with internal and government regulations.

Responsibilities:

Program Management Support:

  • Assist the Program Manager in overseeing daily operations, project execution, and portfolio management.
  • Provide oversight to the PMO team, covering administrative, financial, logistics, and procurement functions.
  • Develop strategic and tactical plans to achieve project objectives and direct the execution of work.
  • Resolve mid to complex issues, maintaining a positive influence on system design, solutions, and procedures.

Subcontract and Financial Management:

  • Oversee all aspects of subcontract awards, including modifications and issue resolution.
  • Collaborate with the Subcontracts to review, correct, and execute subcontracts per government timelines.
  • Complete Sole Source Justifications, Technical Evaluations, and review Proposals and Statements of Work (SOWs).
  • Ensure timely achievement of project milestones and deliverables.

Customer and Stakeholder Engagement:

  • Attend monthly customer meetings and lead synchronization meetings with subcontracting companies.
  • Compile and submit financial requests and Monthly Status Report (MSR) financials to meet government requirements.
  • Collaborate with the financial team on changes and deobligations and serve as a backup timecard reviewer for employees and subcontractors.

Team Leadership and Compliance:

  • Manage a team of direct employees, serving as a timecard approver and conducting quarterly touchpoint overviews.
  • Ensure understanding and adherence to policies, practices, and procedures by direct reports, customers, and stakeholders.

Financial Expertise and Analysis:

  • Serve as the Financial Subject Matter Expert (SME) for multiple Cost-Plus Fixed Fee (CPFF) contracts, Firm Fixed Price (FFP) contracts, and Time & Material (T&M) contracts including high-value contracts.
  • Develop and maintain comprehensive financial spreadsheets to track project funding and expenditures.
  • Create and manage financial spend plans for employees and subcontractors, initiating subcontractor modifications as needed.
  • Review, allocate, and approve all subcontractor invoices and timesheets in Deltek.
  • Conduct financial analyses, including Estimate to Complete (ETC) and Estimate at Completion (EAC) analyses, and ensure compliance with financial controls and regulations.

Budget and Procurement Management:

  • Administer a multifaceted annual budget, overseeing tasks such as tracking project funding and managing fund allocations.
  • Monitor budget execution, review financial reports, and conduct end-of-month execution reports.
  • Track obligations and expenditures, initiating and monitoring procurement activities throughout the budget cycle.
  • Manage service contracts, contract offloading, and cooperative agreements from inception to award.
  • Prepare and execute purchase requests and manage funding modifications in the General Fund Enterprise Business System (GFEBS).

Research and Development Finance:

  • Demonstrate proficient knowledge in Research, Development, Test, and Evaluation (RDT&E) appropriations.
  • Focus on finance research, development, and testing, particularly on 6.1 Science & Technology (S&T) and 6.2 Applied Research funds.

Qualifications:

  • Ability to obtain and maintain a security clearance
  • 7 Years experience
  • Extensive experience in program management, financial analysis, and subcontract administration.
  • Strong understanding of government procurement regulations and financial controls.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Proficiency in financial software and tools, including Deltek and GFEBS.
  • Exceptional communication and interpersonal skills, with the ability to build positive relationships with partners and stakeholders.
  • Proven ability to manage multiple high-value contracts and complex financial projects.
