The Billing Administrator will supervise and be responsible for all functions of the in house coder and liaison with the outsourced billing vendor (s), oversee training opportunities for staff who contribute to the revenue cycle, lead the creation of standard operating procedures, responsible that all necessary reporting is obtained in a timely manner from in house or outsource resources, and ensure all revenue cycle key performance indicators are being met successfully.

Essential Functions:

  • Directly supervise internal coder(s), Coordinate with other managers to ensure lifecycle of the revenue cycle is successful.
  • Provide guidance on workflows and data collection.
  • Manage all aspects of the revenue cycle: coordinate with other managers whose employees have tasks that involve the revenue cycle.
  • Ensure the completion and accuracy of billing for grant revenues.
  • Handle billing questions from patients and support front desk staff as needed to ensure accurate understanding of balances and patient concerns.
  • Approve all changes to the charge master following policy protocols: standard changes of lab, supplies, drugs, etc.; multiplier and comprehensive changes only after CEO approval.
  • Monitor payer performance such as assuring payment according to contract terms, monitor timing of renewals, assist with re-negotiation.
  • Be a super user of Dental and Medical EHR regarding billing & collections – coordinate activities with clinical super users.
  • Reconcile cash collections and payments between bank deposits, payment posting to accounts receivable.
  • Manage and direct the proper adjustment of patient accounts regarding implementation of the approved sliding scale and other approved discounts.
  • Direct the maintenance of proper accumulation of patient charges, payments, and adjustments according to approved accounting policies for financial statements, UDS and other reporting.
  • Manage & direct the bad debt write off process: direct internal and external teams to accumulate listings according to policy, propose listings to CEO, assure prompt write off following approval.
  • Work as a liaison between the clinic, the providers, human resources, and the credentialing vendor to avoid any billing issues related to credentialing.
  • Comply with all Center for Medicaid Services (CMS) requirements and all Federally Qualified Health Center (FQHC) risk management process.
  • Ensure all Licensed Independent Professionals (LIP’s) are up to date with all 3rd party entities for insurance billing, Bureau of Primary Health Care, 330 Grantee and FQHC compliance in accordance with the Policies and Procedures
  • Create and maintain appropriate documentation for sites as required for NPI’s, CAQH and payers.
  • Assist and track expirations in conjunction with 3rd party contractors for all contracts for payers.
  • Maintain commercial payer’s electronic system with up-to-date employee information.
  • Be the primary contact for billing matters with financial auditors.
  • Other duties as assigned.

Additional responsibilities if on site:

  • Daily mail pick up and drop off. Sorting mail to the proper departments.
  • Scan all billing mail to the appropriate billing teams.
  • Deposit processing- pick up deposits at appropriate sites, organize and take to the bank.
  • Assist with other administrative billing functions as needed, such as statement processing etc.
  • Rotate administrative assistance to Patient Services Representative Leaders (Medical, BH, Dental, School Based Health Centers)- this includes paperwork processing, patient outreach as needed, any other administrative task that can support PSR operations for all services and sites.
  • Fill in as a Patient Service Representative in times of short staffing or PTO, learn how to check patients in and out; collect payment in both electronic health records systems.
  • Other duties as assigned by supervisor.

  • Grants are a vital part of Care Clinic revenues and directly or indirectly support all positions. This role may have responsibilities that are closely associated with grant deliverables. Grants and grant responsibilities may change over time.
  • Complete all required trainings as designated by HR and the position supervisor.
  • Adhere to all policies within organization and those outlined withing the SCCC Employee Handbook.
  • Comply with all SCCC Vaccine Mandates.
  • Willingness to travel and work at other SCCC locations as determined by the supervisor.
  • Comply with all applicable Credentialing and Privileging requirements timely.
  • Embrace the SCCC Mission and Vision and agree to work within the SCCC Guiding Principles and the principles set by the position supervisor.
  • Must participate in quality assurance/ improvement activities when applicable.
