Human Resource Consultant 3 In-Training (HRC3/ERD)71104695 The Health Care Authority Human Resources office is searching for a Classification and Compensation Specialist (Human Resource Consultant 3) to be the newest member of our Classification and Compensation team. In this pivotal role, you’ll be a strategic partner in classification and compensation to executives, managers, supervisors, and employees, contributing to our agency’s mission and commitment to equity, access, and inclusion. Your work will drive impactful decisions, from position planning to addressing complex classification issues, ensuring our agency remains forward-thinking and legally compliant. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. About the division: Human Resources (HR) is an organizational section within the Employee Resources Division (ERD) within the Central Services Administration at HCA. ERD is committed to ensuring that HCA employees have the services, tools, and resources needed to support a healthier Washington. HR is a strategic business partner, actively contributing to HCA’s excellence through professional expertise, guidance, and human resource solutions. About the position: Reporting to the Classification & Compensation Manager, the Classification and Compensation Specialist contributes to meeting the mission of the agency and ERD by serving as senior human resource consultant who is a strategic partner to executives, managers, supervisors, and employees in providing senior level professional human resource services and promoting equity, access, and inclusion with a focus on classification and compensation. This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
EXAMPLE OF DUTIES
Some of what you will do: Provides guidance to executives, managers and supervisors when establishing, reallocating, or updating position descriptions to ensure consistency and alignment within their divisions and across the agency.Reviews and analyzes management-initiated establishments and/or management/employee-initiated reallocations of Washington General Service (WGS) positions. Determines appropriate allocation and continuity of positions, ensuring adherence with classification specifications.Ensures state and federal employment laws, civil service rules, collective bargaining agreements, and agency policies are consistently interpreted and applied as related to classification and compensation. Makes decisions on complex classification and compensation issues with widespread impact; works independently under general direction, demonstrating appropriate initiative, discretion, and judgement.Accurately provides interpretation and explanation of applicable WACs, RCWs, CBA, agency policies and procedures related to classification and compensation, providing clarification when needed.Recognizes and works to mitigate biases in human resource and business decisions and recommends courses of action using principles of equity, access, and inclusion.Assesses and determines overtime eligibility to positions based on Fair Labor Standards Act (FLSA). Ensures completion of the Washington State Minimum Wage Overtime Eligibility Review and Recommendation (salary and duties test) in accordance with RCW 49.46 and Washington Administrative Code 296-128.Prepares interview questions, conducts interviews, analyzes information, and prepares decision letters for PRRs. May be required to attend Personal Resource Board appeals with the Classification & Compensation Manager.Acts as WMS Banding meeting staffer. Takes notes at the banding meeting, completes banding summaries for the Coordinator, completes the notation of allocation of the WMS PD with the banding results and completes the PAR.Independently prepares appointment, reallocation and/or update letters for HCA staff, as appropriate.
