State of South Carolina is Hiring an IT Manager Near Columbia, SC

With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults and families throughout South Carolina.
This position is located at the Department of Mental Health, Central Office, 2414 Bull Street, Columbia, SC 29201.
As the IT Manager, you will oversee the Statistical, Reporting and Analytics division of ONIT. Oversees the ONIT IT staff that are responsible for all SCDMH reporting which includes design, implementation, and support of all reporting software to include Crystal Reporting, SAS, SPSS, and Microsoft reporting applications. Manages the data strategy plans for effective internal and external agency reporting. and all SCDMH state and federal reporting. Conducts analyses to address internal and external data requirements. Develops technology plans related to analytics and data manipulation, to meet the business and clinical needs of the agency. Ensures Reporting Software Applications are up to date and evaluates reporting technology platforms to meet the agency mission.
Responsibilities include but are not limited to:
  • Directs and coordinates the work activities of IT staff responsible for the SAP Business Objects Software, SPSS, SAS, and ad hoc reporting solutions. Responsible for all design, implementation, and support and maintenance of the reponing software applications which includes system administration, software installation/maintenance, upgrades, and implementation of all agency reponing software platforms. Coordinates needed software upgrades with technology vendors and internal ONIT staff. Assigns priorities and resources to technical projects related to reporting software and agency data needs. Provides technical staff with support and guidance to maintain all reporting software applications.
  • Facilitates collaboration with SCDMH Leadership, ONIT staff, and SCDMH stakeholders to design and develop Business Intelligence solutions to drive integrated reporting solutions across all Administrative, CMHS and DIS divisions. Evaluates technology solutions to support the data analytics needs of the agency and recommends plans for meeting the agency's needs.
  • Develops strategies and data driven plans to meet all external agency requests for data including but not limited to: SAMHSA, CMS, NRI, JCAHO, etc.
  • Reviews Geant applications, Institutional Review Board applications, and projects associated with SC Revenue and Fiscal Affairs.
  • Completes Special Projects, attends meetings and other duties as assigned.

State Requirement: A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.

Agency Requirement: A bachelor's degree in computer science or related area and experience in computer system development and modification. Related experience may be substituted for the bachelor's degree on a year-for-year basis.
