State of Missouri is Hiring a Project Manager - 4FACAR2 Near Jefferson City, MO

Salary: $1,700 - $2,078

Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality and will be located atLewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri 65102-0176.

This is a temporary, full-time, benefit-eligible position based upon federal American Rescue Plan Act funding. Position funding will end no later than December 31, 2026.

The Missouri Department of Natural Resources’ Financial Assistance Center provides funding to communities for water, wastewater, and storm water infrastructure and lead service line inventories. You will be part of a team of project managers, engineers, and administrative team members dedicated to helping Missouri communities plan and fund infrastructure improvements that benefit the communities’ health, economy, and overall well-being. This position will specifically help administer American Rescue Plan Act (ARPA) funding for those improvements. What you’ll do:

  • Prepare Financial Assistance Agreements and supporting documentation for grant awards to funding recipients.
  • Coordinate closely with financial assistance recipients, engineering team members, regional planning agencies, and others to ensure ARPA projects proceed successfully in a timely manner to completion. Monitor progress of assigned ARPA projects, identify and resolve issues.
  • Communicate effectively and maintain positive working relationship with ARPA financial assistance recipients.
  • Review and document work products to ensure compliance with funding requirements, including document submittal checklist, plans and specifications review, bid document review, executed contracts review, and other checklists as necessary for project management. Monitor the projects budget to ensure appropriate funding availability and routinely update the schedules to ensure timely project progression. Maintain the Financial Assistance Center’s project files. Update tracking tools routinely to closely monitor projects.
  • Meet with applicants to discuss funding requirements and project development. Attend pre-construction conferences and closings when possible. Communicate frequently with applicants by phone, electronic correspondence, and in person, as necessary throughout the course of the projects to assist with fulfilling all grant requirements. Attend city or town council meetings, as necessary, to present pertinent information relevant to the success of the projects to the community at large.
  • Coordinate and communicate frequently with Department colleagues, especially Compliance and Enforcement team members and Regional Office team members, regarding the project status of mutual interests.
  • Assist with maintaining standard operating procedures for the Financial Assistance Center’s ARPA funding program. Participate, as needed, in efficiency events and offer suggestions for improvements to streamline processes and maintain consistency throughout the program.

All you need for success:

Minimum Qualifications

  • A Bachelor’s degree from an accredited college or university and 0 to 1 year of relevant experience in environmental protection, environmental or ecological assessment, environmental public health programs, wastewater/public drinking water inspections, or environmental program planning and coordination. (Substitutions may be allowed.)

Preferred Qualifications

  • Proficient in Microsoft Word and preferably Excel.
  • Exceptional communication and project management skills.
  • Ability to comprehend, interpret, and apply laws, policies, guidance, procedures, plans, and reports.
  • Ability to travel statewide.
