Job Summary

Position Purpose

This position provides college wide fiscal control for the college accounts payable function to ensure all accounting transactions and processes are coded accurately and in accordance with college and Minnesota State Colleges and Universities policies and procedures, state statutes and federal regulations. The position also provides specialized accounting functions with Capital bonding and HEAPR projects. The position works with the Director of Finance and the Buyer Supervisor to keep them apprised of college expenditures and processes. This position provides direction and training to Administrators, Supervisors, Faculty, Students and Staff regarding payment policies and procedures.

Position Responsibilities

  • Perform lead worker responsibilities for all college payments processes in Marketplace. Serve as a resource and provide training to staff on the purchasing system –Marketplace as needed. Serve as a resource to Buyer 2 and Account Clerk in the processing of contracts, leases, and other obligations of college in an accurate and timely manner. Responsible for all account’s payable functions.
  • Responsible for auditing cardholder transactions to ensure that policy and procedure is being followed. Ensure credit card bills are being paid in a timely manner. Ensure all cardholders upload proper documentation in transaction management system sufficient to satisfy audits.
  • Understand and communicate college fiscal policy and procedure related to accounts payable to college personnel and vendors. Work with staff and vendors to answer questions promptly and professionally, resolve problems, and clarify discrepancies.
  • Prepare expenditure corrections so that all expenditures are reflected accurately.
  • Act as backup for all College relocation and business expenses to ensure claims are in compliance with approved guidelines and collective bargaining agreements.

Qualifications

Minimum Qualifications

  • Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records, and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
  • Knowledge of the Minnesota Accounting and Procurement System (MAPS), or other private or governmental accounting system, sufficient to query and compile records and reports, and assist with preparation and maintenance of spending plans, financial status reports and budget requests.
  • Working knowledge of electronic spreadsheets, word processing software, computers, and other office equipment such as calculators.
  • Mathematics skills sufficient to calculate, review and reconcile data and balance accounts. Ability to design, interpret and explain work procedures and operations and provide advice on fiscal policies and procedures.
  • Ability to read and write a variety of materials in English.

Preferred Qualifications

  • Experience with Marketplace and ISRS (Integrated Student Records System).
  • The employee should demonstrate a knowledge of and interest in diverse culture and populations.
  • Knowledge of Minnesota State Colleges and Universities policies and procedures, federal regulations, and state statutes.
  • Prior experience managing payables for an organization.
  • Experience serving as a lead worker in an account’s payable role.
  • Customer service skills including the ability to balance continuous interruptions. This person should be able to organize their workload each day to ensure daily work is completed and that customers are treated courteously and with respect.
