State Of Minnesota Department of Public Safety is Hiring a Human Resources Transactions Supervisor- Job ID 75130 Near Saint Paul, MN

This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion. We are currently in a Hybrid work environment.

This position under the general direction of the Assistant Director of Human Resources and the Director of Human Resources will provide direction and oversight to the Transaction Team.

This position requires a highly relationship-driven approach to building and sustaining a network of connections both internal and external to DPS. This position will actively partner with hiring managers, supervisors, human resources team members, and other stakeholders to fill DPS vacancies and to onboard new employees. 

This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where DPS and state labor negotiations as it relates to job allocation and selection issues. The position assists in preparing written proposals for presentation at collective bargaining with other members of the HR office.

This position is posted as a Human Resources Supervisor 1 and a Human Resources Supervisor 2, and the final determination will be made upon the finalist qualifications. 

Qualifications

Minimum Qualifications

Human Resources Supervisor 1:

  • Two (2) years of human resources experience that includes processing and/or oversight of personnel transactions.
  • Lead work skills sufficient to prioritize, assign, and report on the work activities of other employees so the work is completed in an efficient and effective manner.
  • Knowledge of and experience with Federal Employment Laws and Regulations related to Human Resources.
  • Knowledge of data practices as it related to data collected, created, or disseminated in relation to Human Resource and Personnel data.
  • Ability to analyze problems sufficient to develop creative solutions and alternatives for consideration that will best meet the needs of the agency while also complying with human resources best practices, laws, rules, etc. 
  • Ability to train staff and customers on Human Resources work procedures and practices.
  • Demonstrated ability to build positive and trusting relationships with management, employees, unions, and the general public. 
  • Ability to work cooperatively with individuals from a diverse background.

Human Resources Supervisor 2:

  • Three (3) years of human resources experience that includes processing and/or oversight of personnel transactions.
  • Lead work skills sufficient to prioritize, assign, and report on the work activities of other employees so the work is completed in an efficient and effective manner.
  • Knowledge of and experience with Federal Employment Laws and Regulations related to Human Resources.
  • Knowledge of data practices as it related to data collected, created, or disseminated in relation to Human Resource and Personnel data.
  • Ability to analyze problems sufficient to develop creative solutions and alternatives for consideration that will best meet the needs of the agency while also complying with human resources best practices, laws, rules, etc. 
  • Ability to train staff and customers on Human Resources work procedures and practices.
  • Demonstrated ability to build positive and trusting relationships with management, employees, unions, and the general public. 
  • Ability to work cooperatively with individuals from a diverse background.

Preferred Qualifications

  • Experience supervising staff in the areas of employee benefits, personnel transactions, FMLA, payroll, or similar Human Resources functions. 
  • Experience auditing personnel and/or payroll transactions and correcting discovered errors.
  • Knowledge of SEMA4 and SEMA4 transactions sufficient to ensure personnel and position records are entered accurately and timely, and to make correcting entries when needed.
  • Experience working with and interpreting Collective Bargaining Agreements.
  • Experience using spreadsheets and reporting software (i.e. OBIEE) sufficient to provide reports for Human Resources and for agency management.
  • Ability to lead and influence agency supervisors and managers to consider a broad array of options to ensure they recognize HR implications of their decisions.
  • Demonstrated ability to manage multiple priorities. 

Physical Requirements

Light: Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary period for extended periods.
