The Baltimore City Department General Services is seeking an Assistant Deputy Director of Administration.

Agency Overview

The Department of General Services is the backbone of Baltimore City Government, supporting city vehicles, properties of energy utilization. The agency consists of more than 350 employees and has an annual operating budget of $111 million in addition to a $20 million (FY23) capital budget.

Essential Job Functions

* Provides clear direction, guidance, and leadership to Division Chiefs and managers with limited oversight from Deputy Director. Advises leadership on high-level, complex and sensitive issues.

* Guides Division Chiefs with updating/setting division goals and providing directives for each unit/division.

* Participates with Division Chiefs and Fiscal Section to develop and administer creation/update of agency budget, participates in forecasting additional funds for staffing and resources. Works with Agency Director, Deputy Director, Assistant Deputy Director of Operations, and Chief Fiscal Officer to prescribe and allocate resources for multiple DGS projects and initiatives to meet and exceed SLA's and targets aligned with Mayoral Pillars.

* Attends conferences and check-in meetings with Agency senior staff and representatives of other agencies to ensure stakeholder engagement. Coordinates Agency's functions with other divisions within DGS and other City agencies. Also works collaboratively with internal and external partners by sharing resources and personnel when feasible to achieve shared goals. Participates needed on behalf of the Agency in the Emergency Operations Center (EOC) during emergency conditions. May represent the Agency by joining a variety of committees and/or projects.

* Meets and works with stakeholders to advocate, influence, and persuade them to support policies and priorities that will have a beneficial impact on the Agency and City. Represents the Director/Deputy Director at press conference and/or the Mayor's Office events as well as other public gatherings.

* Communicates with and responds to a variety of requests from both the City Council and the Mayor's Office when appropriate. Communicates with citizens and constituents regarding requests for services, complaint resolution, and General Services information/updates when appropriate; and manage via division leads to ensure expectations are met.

* Acts as liaison and/or represents on behalf of the Agency Director/Deputy Director when interfacing with other City Agencies, Community Walk-throughs and other activities.

Required Knowledge, Skills and Abilities

* Strong leadership skills. This incumbent is organized, knows how to advocate for all employees and holds them accountable for service excellence.

* Genuine personality and disposition when communicating with people at all levels. This person is resourceful and can establish and maintain meaningful relationships with people at all levels, ranging from front-line employees to the Mayor and across City agencies.

* Extensive knowledge of troubleshooting, complex analysis skills, and the ability to approach difficult situations that require mitigation. The incumbent can multi-task and effectively address concurrent conditions/situations simultaneously.

Education and Experience

* Master's degree in Business Administration, Public Administration, Management, Project Management, Organizational Management/Leadership; or related field from an accredited college or university.

* Minimum eight years of senior management, policy-driven operational responsibilities including four years of experience managing heterogeneous functions through subordinate managerial staff is required.

* Proven track record of having worked in a federal, state, and/or local municipality or public university system.
