Main Purpose of Job

The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader to fill the position of Chief Compliance Officer with the Office of External Affairs. The Chief Compliance Officer oversees and implements compliance-based training programs and conducts internal investigations into employee misconduct by Maryland Department of General Services (DGS) employees. This position will make referrals per the Governor’s Executive Orders and coordinates the Department’s ethics program. This position ensures compliance with the DGS Code of Conduct, the DGS Corporate Compliance Program Policy, and State and Federal laws and regulations. The Chief Compliance Officer also serves as a liaison with various federal agencies to ensure the Department’s compliance with federally mandated requirements associated with the False Claims Act, Federal Deficit Reduction Act, and State Procurement.In addition, this position routinely acts as the Office of Internal Controls, Audit Compliance & Information Security (IAC/S) and liaison with the Attorney General, Comptroller, the State Ethics Commission, the Office of Legislative Audits, appointing authorities and facility directors within the Department, as well as counterparts in other State and Federal agencies. This position will also be responsible for working directly with the Maryland Office of Legislative Audits in regard to the Department’s audit processes.Duties include but are not limited to:�•\tConduct Research: Research relevant laws, regulations, and best practices related to compliance and audits in Maryland. Understand the specific requirements applicable to the Department of General Services.•\tDevelop Policies and Procedures: Create comprehensive policies and procedures that outline how the compliance and audits office will operate. Include guidelines for risk assessment, internal controls, compliance monitoring, reporting, and remediation measures as needed.•\tDetermine Resources and Budget: Identify the necessary resources, staffing, and budget required to establish and maintain the compliance and audits office. This may involve cost estimations, equipment, software, and personnel requirements.•\tEstablish Reporting and Monitoring Mechanisms: Implement reporting and monitoring mechanisms to track compliance with laws, regulations, and internal policies. This may include setting up reporting channels, developing compliance checklists, conducting audits, and ensuring timely follow-up on findings.•\tConduct Audits and Assessments: Schedule and perform regular audits and assessments to evaluate compliance with applicable laws, regulations, and internal policies. Document findings and develop corrective action plans to address any identified issues.�•�Maintain Compliance: Establish processes to track and monitor compliance actions taken, including documentation and reporting to senior management. Implement compliance management systems or tools to facilitate tracking and reporting.�•\tContinuously Improve: Regularly review the effectiveness of the compliance and audits office and implement improvements as needed. Stay updated with changes in regulations and adapt policies and procedures accordingly.•\tEnsure Training and Awareness: Provide ongoing training and awareness programs for employees regarding compliance requirements and expectations. Ensure regular communication and education/training.

DESIRED OR PREFERRED QUALIFICATIONS

•\tBachelor's degree from an accredited four-year college or university in Law, Business Administration, or a related field.•\tA minimum of five (5) years of experience in compliance, legal, or auditing roles, demonstrating expertise in internal investigations and the successful implementation of compliance programs.•\tThree (3) years of the above experience should include leadership roles overseeing compliance, internal audits, and operational efficiency, preferably within a government or regulatory context.•\tIn-depth knowledge of legal and regulatory frameworks, encompassing the Code of Conduct, Corporate Compliance policies, privacy policies, and government compliance and audit standards.•\tFamiliarity with Maryland regulations, laws, and executive orders pertaining to compliance matters.•\tProven strong analytical and investigative skills, evidenced by a track record of conducting thorough internal investigations.•\tExcellent communication and liaison skills, enabling effective collaboration with state agencies, external entities, and internal stakeholders.•\tProficiency in business analysis, internal controls, and audit compliance.•\tPossession of professional certifications related to compliance, auditing, or relevant fields.
