State of Idaho is Hiring a LANDS RESOURCE SUPV - FIRE WARDEN Near Bonners Ferry, ID

Description

The Idaho Department of Lands (IDL) has one (1) opening for a Lands Resource Supervisor-Fire Warden position. This position is full time benefitted position located in the Kootenai Valley Zone of the Pend Orielle Forest Protective District in Bonners Ferry, Idaho.

The minimum filling rate is $31.90. The final salary rate is negotiable based on experience and qualifications.

Key Responsibilities

  • Works closely with the Pend Oreille Zone Warden, Area Manager, neighboring districts, and partners to meet the fire suppression, fire preparedness, and hazard management objectives.
  • Administer Title 38, Chapters 1 & 4 Idaho Code, IDAPA 20.04.01, and IDAPA 20.04.01.
  • Supervises professional and seasonal staff in the delivery of the department's fire program, hazard reduction regulatory program, and other affiliated programs.

  • Plans and coordinates program activities with other projects.
  • Sets priorities and maximizes efficiencies.
  • Directs fieldwork inspections and reviews documents for technical requirements, compliance with state and federal laws, and fairness in contract administration.
  • Prepares and monitors Area fire budgets, reviews, and approves expenditures, maintains equipment and supplies.
  • Facilitates communication between Area staff and Bureaus on emerging issues and complex concerns, requesting technical expertise or guidance with the interpretation of laws and department policies as needed.
  • Works with private landowners, contractors, county officials, federal & state agencies, and the general public to provide information, respond to requests, and coordinate emergency response.
  • Assures that all buildings and grounds at the Pend Oreille Supervisory Area office and compounds are well maintained in a safe, clean, and organized condition, and that the district vehicle fleet is well maintained and operable, or properly replaced.
  • May also represent IDL on committees or at public meetings.
  • Directs, participates, and manages wildfire suppression response for the geographic area
  • Oversees fire investigations on the Pend Oreille Zone of the Pend Orielle FPD to ensure cost recovery for negligently caused fires.

Minimum Qualifications:

These qualifications are mandatory requirements.

Experience:

    • Preparing and administering contracts including implementation and evaluation of contracts as well as field inspection, compliance, and reporting requirements.
    • Interpreting public land survey legal descriptions, aerial imagery, and topographic and property ownership maps.
    • Using Geographic Information System (GIS) principles and data models.
    • Managing projects including developing and evaluating projects, preparing reports, and making recommendations.
    • Making oral presentations and providing technical assistance and program information to management, clients, or public groups.
    • Performing financial analyses to determine the cost/benefit of project proposals.
    • Interpreting and applying state and federal laws, rules, and regulations related to natural resource management activities.
    • Writing technical reports.

    Good Knowledge of:

    • Effective supervisory practices.
    • Conflict resolution methods.

    Other:

    • Possession of a valid driver's license.

    Specialty Minimum Qualifications:

    Some Knowledge of:

    Smoke management.

    • The National Fire Danger Rating System.
    • Fire protection assessments.

    Good Knowledge of:

    • Weather information management.
    • Wildland fire aviation operations and procedures.

    Experience:

    • Experience in wildland fire management.

    Other Requirement:

    • Red Card Qualification.

    Overtime/Vacation Accrual FLSA:

    The Fair Labor Standards Act (FLSA) code for this position is (S) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1.0 hours for each 1 hour of overtime worked. Compensatory time off may be provided in lieu of overtime cash compensation. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/wp-content/uploads/Section2Vacation-1.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked. Payment will be made on the regular pay date corresponding to the pay period in which the overtime work occurred.)
