Human Resources Specialist IV: $5,076 - $6,177 per month (SR-22, Step D to I)

Human Resources Specialist V: $5,713 - $6,949 per month (SR-24, Step D to I).

Level IV: Its primary function involves conducting pre-disciplinary hearings on alleged employee misconduct; reviewing investigation reports; analyzing evidence objectively; interpreting and applying HR laws and rules, collective bargaining agreements, and departmental standards of conduct, policies, and procedures; and preparing formal, written recommendations on disciplinary actions.
Level V: Its primary function involves conducting pre-disciplinary hearings for the department which includes reviewing investigation reports to identify issues; scheduling and conducting pre-disciplinary hearings on alleged employee misconduct; analyzing evidence objectively; interpreting and applying personnel laws and rules; collective bargaining agreements, and departmental standards of conduct, policies and procedures; preparing formal written recommendations to affirm, modify or reverse program disciplinary recommendations and conducting training and providing advisory services to supervisors, administrators, and investigators on handling disciplinary matters.To qualify, you must meet all of the following requirements:
Basic Education/Experience: A bachelor's degree from an accredited four-year college or university for both levels.
Specialized Experience: Two and one-half years for level IV and three and one-half years for level V of professional work experience in one or any combination of human resources management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research.
Selective Certification-Labor Relations Experience: 
Of the required years of human resources management work experience required for the class, one year for level IV and two years for level V must have consisted of professional work experience in the area of labor relations which demonstrated knowledge of, and involved the application of laws, rules, and regulations in performing one or any combination of the following labor relations functions: interpreting collective bargaining agreements in addressing matters concerning disciplinary action; recommending the adjustment or denial of grievances on disciplinary cases; and/or recommending acceptable alternatives with affected parties to create solutions to labor relations problems involving disciplinary issues. At least one (1) year of the labor relations experience must have been comparable in scope and complexity to that of the next lower level in the class.
The Human Resources Specialist III performs moderately difficult work of a technical nature in one or more of the functional areas of human resources management. 
The Human Resources Specialist IV performs human resources assignments which regularly encompass complex problems combined with the responsibility for management advisory service.
Supervisory Aptitude: For level V only, supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Substitutions Allowed:
1) Possession of a master's degree from an accredited college or university in personnel administration, personnel and industrial relations, or human resources management may be substituted for one (1) year of personnel or professional/analytical/administrative experience, but not the hearings or labor relations experience.
2) Possession of a Ph.D. degree from an accredited college or university in one of the fields described above may be substituted for two (2) years of personnel or professional/analytical/administrative experience, but not for the hearings or labor relations experience.
3) Possession of a master's degree from an accredited college or university in labor and industrial relations may be substituted for one (1) year of the personnel or the professional/analytical/administrative experience including one (1) year of the labor relations experience, but not for the labor relations experience comparable to the class Human Resources Specialist V.
4) Possession of a Ph.D. degree in labor and industrial relations may be substituted for two (2) years of personnel or the professional/analytical/administrative experience including one (1) year of the labor relations experience, but not the labor relations experience comparable to the class Human Resources Specialist IV.
