Position Information

The Department of Human Resources’ Training and Development Branch focuses on creating cultures of engagement, learning and serving, and developing the talents, skills and potential of our greatest resource, our people.
The Program Development Specialist (Human Resources Specialist V) will focus on designing and delivering training programs, including identifying training needs; ensuring alignment with the City’s goals and priorities; developing relevant curriculum and content; selecting appropriate facilitators and delivery methods; evaluating outcomes, feedback and effectiveness of the programs; preparing and maintaining budget, records and reports; and working with management and subject matter experts throughout the process.
If you qualify for the position, your name will be placed on an eligible list. This list may be used for current and future vacancies in this department.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four year college or university with a bachelor’s degree.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Verification Requirement: You must submit evidence of your education in order to be given credit. EXPERIENCE REQUIREMENT:
Three years of progressively responsible professional (post-bachelor's degree, non-clerical) experience in workforce management, adult education, and/or program development in a large organization, which involved developing, administering and/or presenting/facilitating training, one year of which shall have been representative of work equivalent to a Human Resources Specialist (HRS) IV level.
Such experience at the HRS IV level must have included independently performing the full range and variety of assignments in the functional area, to include the development of immediate and long-range training plans and programs to identify and meet the training needs of managers and employees; planning, developing and conducting training plans and programs to meet those needs; and evaluating such programs for effectiveness and improvement.
LICENSE REQUIREMENT:
Possession of an appropriate valid driver's license, as required for the position.
