Salary: $5,713 to $7,226 per month (SR-24, Step D to J)
The current vacancy is a permanent, full-time position with the Department of Land and Natural Resources.
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
The Civil Rights Specialist V class serves as thedepartment's principal subject matter specialist and advisor for one or more department-wide civil rights programs; and/or is predominantly responsible for performing the most difficult and complex program development and evaluation activities for one or more department-wide civil rights programs;and performs other related duties as assigned.
Such work involves performing extensive and intensive work in developing, implementing, monitoring and evaluating one or more of the department's civil rights programs; developing policies and procedures, and coordinating department efforts to ensure compliance with civil rights laws, rules, regulations and requirements, and resolving the most complex civil rights issues. A position in this class is delegated considerable independence in solving problems and dealing with officials of various agencies. The work requires frequent dealings with major, unprecedented and controversial matters involving difficult and complex administrative and technical problems requiring the identification of problem areas and development and recommendation of strategies, policies and solutions. May supervise the work of one or more lower level civil rights specialists.This position is located in the Office of the Chairperson, Department of Land and Natural Resources, and is responsible for ensuring overall departmental compliance with the Americans with Disabilities Act (ADA). The duties and responsibilities of this position include providing advice and assistance to the Chairperson, Deputy Directors, Administrators and Staff Officers on all ADA matters; evaluating all Department of Land and Natural Resources facilities, programs, services and employment practices; developing and implementing a departmental transition and compliance plan; establishing new and revising existing policies and procedures relating to ADA; and receiving and investigating grievances on programs and practices.To qualify, you must meet all of the following requirements:

Basic Education:Bachelor's degree from an accredited four-year college or university.
General Experience:One and one-half (1-1/2) years of progressively responsible professional or other responsible analytical work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems; and identifying, evaluating and analyzing issues involved and understanding and applying various statutory provisions, rules or regulations to determine and recommend appropriate courses of actionSuch experience MUST have demonstrated the ability to elicit information orally and in writing, apply problem solving methods and techniques and prepare clear and concise written reports of findings and recommendations for action; and establish and maintain effective working relationships.
Specialized Experience:Two (2) years of progressively responsible professional work experience which involved responsibility for ensuring an agency's compliance with civil rights requirements in one or more areas (e.g., Americans with Disabilities Act, Disadvantaged Business Enterprises, Title VI, Equal Employment Opportunity); developing, implementing and coordinating a program/activities to ensure compliance with civil rights requirementsmonitoring and evaluating program effectiveness and recommending improvements, e.g., new and revised programs, policies, procedures, and laws; investigating and participating in the resolution of civil rights complaints and charges; and advising agency personnel and others on civil rights laws and regulations and court rulings relative to interpretations and program implications.Selective Certification Requirement (Americans with Disabilities Act Experience):In order to effectively perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of ADA rules, regulations and accessibility guidelines; and the ability to coordinate the ADA program to ensure overall compliance with the applicable laws, rules and regulations; interpret and apply ADA policies, rules and procedures; analyze and solve problems relating to ADA; understand the ADA requirements for equal access to programs and services, determine the accessibility issue, discuss with managers and develop options for a reasonable accommodation and assist the programs in achieving equal access to programs and services.
Therefore, certification of eligibles shall be restricted to those applicants who meet the minimum qualification requirements for the class Civil Rights Specialist V AND whose work experience included ONE (1) year of experience which demonstrated the ADA knowledge and abilities described above.
This experience may have been met concurrently with the experience requirement for the class Civil Rights Specialist V, or through other professional work experience.
