ANTICIPATED VACANCY

This position reports to the DVR Bureau of Vendor and Contracted Services Assistant Bureau Chief. The incumbent in this position must be productive under tight timeframes, balance multiple and competing priorities and maintain goal- directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position.

Job Description:

This is independent and complex administrative and consultative work providing operational and management coordination for the agency.

This is a highly responsible professional position requiring the incumbent to function as contract manager over complex direct service contracts and grants. Duties and responsibilities include, but are not limited to the following:

Procurement and pre-contracting activities, such as:

  • Determining appropriate method of procurement; determining appropriate method of payment; and contractor/provider selection;
  • Drafting contract documents, including scopes of work; deliverable tables; financial consequences; amendments; renewals; and extensions;
  • Negotiating cost and terms & conditions of both competitively procured and non-competitively procured contracts;
  • Reviewing proposed budgets and performing price and/or cost analyses, as appropriate;
  • Conducting risk assessment and preparing monitoring plans accordingly; and
  • Securing all required reviews and signatures for execution.

Contract management responsibilities, such as:

  • Enforcing performance of contract terms;
  • Evaluating vendor performance and informing management of issues with service delivery;
  • Reviewing and approving deliverables;
  • Processing invoices;
  • Maintaining complete, comprehensive, current, and well-organized contract files;
  • Providing technical assistance and training to vendor/contractor;
  • Monitoring contract activities via desktop or onsite;
  • Developing and enforcing corrective action plans, as deemed necessary;
  • Evaluating contract effectiveness and recommending improvements to the ensure optimum service delivery; and
  • Preparing close-out reports upon contract termination identifying the results of contracted objectives and performance.
  • Preparing and conducting training/presentations as assigned; and
  • Performing contract and/or program related research, preparing reports, and presenting to management, as appropriate.

The incumbent also performs other related duties, as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

An understanding of contract management and monitoring methodologies. A working knowledge of Florida Statutes as they pertain to procurement, contract development and monitoring. Data collection and analysis methodologies. Basic management principles and practices. The skills to develop recommendations, document work flow and other activities relating to the improvement of management practices. Project management and organizational skills. Report writing and presentation skills. Problem solving and research experience and skills. Ability to communicate effectively and establish and maintain effective working relationships with others.

Minimum Qualifications:

A bachelor’s degree from an accredited college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. A master’s degree from an accredited college or university can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Preferred Qualifications:

  • Florida Certified Contract Management (FCCM) certification strongly preferred.
  • Knowledge of contracts and grants management, language, and contractual agreement life cycle.
  • Experience with grant, contract, and/or program related research, preparing reports, and presenting to management.

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
