The Work You Will Do:

The Government Operations Consultant III is a member of the Bureau of One Stop and Program Support, Grants and Special Initiatives team of the Division of Workforce Services. This is an advanced-level professional position performing highly responsible technical, consultative, and administrative work, administering, and supporting special Federal and State-funded workforce projects. The incumbent in this position is expected to function with a great deal of independence and a high-quality of organizational skills. The position holds several major areas of responsibility.

Pay:

$48,141 – $60,000 Annually

Your Specific Responsibilities:

This position conducts advanced-level professional work related to various grant-funded workforce development programs and special initiatives. The incumbent will serve as a grant manager responsible for coordinating the implementation of grants, monitoring grant activity and deliverables/milestones, preparing regular progress updates and financial/statistical reporting. Provides technical assistance to Local Workforce Development Boards (LWDBs) and other external stakeholders, as well as provides grant writing assistance when needed. It is an advanced-level professional position performing highly responsible technical, consultative, and administrative work. The incumbent in this position is expected to function with a great deal of independence and a high-quality of organizational skills. The position holds several major areas of responsibility.

  • Serves as grant manager for assigned initiatives; facilitates and coordinates grant-related projects and programs to ensure compliance with grant requirements and the attainment of planned outcomes/deliverables. Manages correlating grant agreements and contracts. Uses professional, independent judgment to identify problems regarding grants/contracts and makes recommendations for resolution to management. Works closely with the department’s Bureau of Financial Management regarding financial awards, obligations, and expenditures, as well as financial tracking, reporting and compliance. Assists with the management of the Florida Law Enforcement Recruitment Bonus Payment Program and the First Responders Program.
  • Collaborates with diverse teams, agency partners, and internal and external stakeholders. Serves as DEO’s liaison with internal and external partners involved in special initiatives to facilitate the exchange of needed information across workforce, educational, industry, and community-based organizations. May serve on statewide committees
  • Conducts program development for assigned initiatives and pilot projects. Conducts extensive research to support grant applications, program development and/or program evaluation. Makes recommendations regarding promising or best practices to management and LWDBs to support the successful implementation of assigned initiatives. Provides technical assistance to workforce partners regarding statutory and regulatory requirements related to grants and special projects. Guides internal staff and LWDBs through the grant application and management process.
  • Prepares and submits assigned federal and/or state special grant/contract reports. Tracks related data and planned outcomes for assigned initiatives as well as conducts trend analysis. Creates dashboards of relevant data and information to provide “at-a-glance” snapshot information for management. Prepares written analyses, reports, presentations, and visualizations for use both internally and externally
  • Research federal, state, and private foundation grant opportunities and develop proposals and/or provide technical assistance to state and local workforce partners in responding to such grant opportunities. Identifies and interprets pre-award and post-award criteria and guidelines. Interprets laws, regulations, and policies to determine impacts on assigned initiatives. Provides guidance to colleagues in the development of programmatic evaluation methodologies, upon request. Delivers training presentations on assigned initiatives as needed
  • Coordinates and maintains standards and deadlines for proposals; assists in the review of proposals for completeness, accuracy, quality, and responsiveness, and to ensure compliance with the Notice of Funding Availability or other grant opportunity criteria
  • Other duties as required.

Required Knowledge, Skills, and Abilities:

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

Minimum:

  • Work hours of 8:00 am to 5:00 pm.
  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Some travel may be required.

Preferred:

  • A bachelor’s degree (or higher) or four years of equivalent relevant work experience.
  • Two years’ experience managing federal or state grants.
  • Two years’ experience working in workforce development programs (e.g., Wagner-Peyser, Workforce Innovation and Opportunity Act, Trade Adjustment Act, Welfare Transition, SNAP Education and Training Program, career counseling with educational institution, career and technical education).
  • Two years’ experience researching federal or state law, regulations, or other governing authorities to update policies, procedures, or guidelines.
  • Two years’ experience providing training and technical assistance for a state or federally funded statewide program.
  • Two years’ experience analyzing data to complete reports of program activities.
  • Experience writing, developing, and implementing workforce development programs.
  • Experience writing, developing and/or implementing grants.
