About Fort Logan
Colorado Mental Health Hospital in Fort Logan (CMHHIFL) is one of two state hospitals serving our community. The vision of CMHHIFL is to provide the highest quality mental health services to people with complex, serious, and persistent mental health illnesses within the resources available. Our mission is to support those individuals in achieving their recovery goals and reaching their full potential. CMHHIFL provides inpatient treatment to adult patients, generally between the ages of 18-49. The hospital has 138 adult inpatient beds, and over six treatment units. CMHHIFL added two forensic treatment units in the past 18 months. These two forensic units are dedicated to providing psychiatric stabilization and restoration treatment to individuals opined incompetent to proceed as a result of their mental illness. Medical services, occupational therapy, neuropsychological-rehabilitation services, and trauma-informed care services are available for all patients throughout the hospital.

Support Services works to interface with internal hospital customers, community agencies, vendors, and community groups to meet the goals and objectives of support functions, hospital operations, environment of care functions, and safety and security at CMHHIFL.

Description of Job

This position will report in person on a regular basis.
This position will include actively moving and performing tasks in various locations throughout the hospital.
Purpose of Position:
The position exists to support the hospital’s Environment of Care (EOC) program’s life safety and environmental risk management expectations of regulatory agencies by supporting consultation, education, training, compliance, researching, and data analysis. This position is responsible for examination of the standards and/or guidelines of these regulatory bodies to develop and implement comprehensive and result-oriented plans and programs to achieve compliance with external regulatory mandates and internal policies for CMHHFL. This position will collaborate on solutions pertaining to all Life Safety (LS) and Environment of Care (EOC) questions and concerns as required. This position is also a consultant to department, division and other Northern District DFM managers at the CMHHFL hospital. This position contributes to appropriate levels of education and training of staff regarding the identification of life safety and environmental patient safety risk factors and mitigation strategies. The position analyzes life safety related data from a variety of sources, such as worker compensation claims, investigating accidents or other incidents or other incidents in coordination with Quality Management and hospital EOC/CSSO. This position, after research of standards, produces life safety and environmental risk management reports for senior management and various internal departments that identify areas of concern and success, and measures the impact of environmental risk and safety initiatives. The position coordinates and/or communicates with various Department of Facilities Management (DFM) on risk issues the CMHHFL campus in conjunction with the CSSO, and as required, the CEO and Director of Safety. This position consults on life safety and environmental risk and associated interventions to develop plans of actions and training whenever concerning and/or hazardous conditions exist that pose an immediate threat to life and/or health, or pose a threat of damage to equipment and/or buildings.
Primary Job Duties:
Environment of Care (EOC) Life Safety and Environmental Risk
Responsible for EOC environment risk assessment, management of risk assessment and analysis, meeting Joint Commission (JC) standards, and providing up to date training to staff regarding risk assessments as required. Ensures follow-up by departments to life safety and/or environmental risks as identified during EOC rounds or ad hoc rounding. Represents CMHHFL during compliance audits in a supportive capacity as they pertain to environmental risk management and life safety such as The Joint Commission and Centers for Medicare/Medicaid Services (CMS), as well as in response to complaints and citations by external organizations as required. Trains managers to implement and oversee department and clinical program EOC activities. Gathers information to support the Workplace Violence Prevention hospital initiative, including collaboration in the workplace violence committee in tandem with Quality Management. Assists the Quality Management (QM) department with review of hospital wide incidences related to environmental, life safety and risk, and Workplace Violence and Workplace Violence prevention within the hospital environment as they arise. Communicates all information readily with the Chief Support Services Officer (CSSO) and Executive Committee (EC) as needed. Reports findings to the hospital Environment of Care Committee (EOC) on the required basis per standards.
Policies, Training and Review
Reviews policy and procedures related to life safety and environmental risk within Environment of Care, necessary EOC standards, updates annual program reviews, develops improvement plans, monitors remedial actions in coordination with the CSSO, and coordinates the administrative response to new issues as they arise, reporting any updates to the CSSO and the Environment of Care Committee and/or Quality Council or other entities as required. Trains managers to implement and oversee department and clinical program safety programs in tandem with other Staff Development trainers. Provides training to all new employees during New Employee Orientation. Assists Staff Development in developing annual training for existing staff either in person or by computer based training. Provides policy and training materials and consultation to other CDHS agencies as needed. Assists with updates to EOC resources to include the Rainbow Book and Safety Manuals for hospital wide distribution on Emergency Management policy and procedures, which promote a safe hospital environment.
Analysis and Reporting
Collects, analyzes and reports on life safety and EOC-related data for CMHHFL leadership and other departments, divisions and committees on annual, quarterly and monthly schedules, as defined in EOC plans and CMHHFL policies. Identifies and explains in writing and graphical analyses environmental safety and risk management problems and recommends practical solutions, also partnering with Quality Management as required. Obtains information from multiple sources including the most current state identified workers compensation claims system, and EOC data bases, partnering with QM for Incident Reporting information, and staff interviews. Researches best practices, selects appropriate processes and adapts to CMHHFL needs. Receives as needed requests from EC, and other departments for workers’ compensation data. Determines data requirements, extracts the data from the workers’ compensation reporting system, and formats & presents the data in an easy to use format. Reviews pertinent information related to Workplace Violence (WV) from the EOC perspective and partners with QM accordingly with any necessary reporting requirements, meeting JC standards requirements as they evolve. Communicates and findings with EOC and CSSO.
Committee Involvement
Involvement in committees as representative of the hospital EOC and subject matter expert in areas pertaining to life safety and environmental risk, in consultation with the CSSO as required.

Minimum Qualifications

Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Highly Desirable Competencies:
  • A bachelor's degree in safety management, healthcare administration, or a related field.
  • At least five years of experience in healthcare safety management.

  • Knowledge of healthcare environmental and life safety regulations and standards.

  • Experience undergoing hospital and/or other accreditation survey

  • Excellent communication and interpersonal skills.

  • Ability to work effectively with stakeholders, including hospital staff, patients, and external agencies. Ability to develop and implement effective safety policies and procedures.

  • Strong analytical and problem-solving skills.

  • Ability to work independently and as part of a team.

  • Proficiency in Microsoft Office, Google Suite/Apps and other safety-related software applications.

  • Ability to effectively multitask and prioritize deadlines

  • Strong attention to detail


Conditions of Employment:

  • Successfully pass all modules of the CMHHFL New Employee Orientation core curriculum including English reading comprehension, relevant competency assessments, and written/practical exams;
  • Has direct contact with patients; works in situations involving assaultive behavior;
  • Must be able to see and hear to observe, address, and respond to potential breaches in safety
  • Ability to effectively and fluently communicate in English, both verbally and in writing
  • 2-step TB (tuberculosis) screening is required of all new employees upon hire
  • TB testing, annual influenza, COVID and other vaccines as required by the State of Colorado
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
