The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

This position resides in the Facilities and Operations Unit within the People Operations Division. The People Operations Division’s mission is to support people and operations by providing solution-driven guidance, resources, and education to foster a high-functioning organization. We do this through customer-centric service, collaboration, compliance, accountability, and helping others thrive.
The Facilities and Operations Unit provides department-wide safety and security, compliance of standard operating procedures and policies, department wide event planning & coordination, managing the Department’s Emergency Action Plan and Continuity of Operations Plan. This unit is also responsible for facility requests, general office supplies, managing the building lease, liaison with other Departments on campus, and works closely with Human Resources related to safety and ergonomics.

Description of Job

What you’ll be doing:

As CDEC’s senior authority on operations related matters, this position is responsible for building lease negotiation, oversight and management, manages day-to-day operations at CDEC location(s). The Facilities Manager supervises facilities and operations personnel, and collaborates with staff in the advising, operation, and maintenance of CDEC operating systems including document management and destruction. The Facilities Manager is responsible for the planning, management, and inspection of construction projects as assigned, and conducts quality assurance inspections of services provided by vendors, and make corrections when not in compliance. This position records, tracks, and controls inventory of all non-real property at CDEC and is responsible for the annual hazardous material inventory and disposal. All of these duties will require professional communications with customers, contractors and vendors. The position manages the Operations & Facilities Unit ensuring that the team fulfills its responsibilities for office operations, event planning and coordination, facilities management, and special projects, to include employee engagement (spontaneous) events in collaboration with Employee Council.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

  • 8 years of full-time professional work experience in a field related to the Major Job Duties. Examples could include: operations administration/management, event coordination, facilities coordination/management, property management, vendor liaison.
OR
  • A bachelor’s degree from an accredited college or university in maintenance, engineering, sustainability, green building, or a closely related field.
  • AND 4 years of full-time professional work experience in facilities and operations management.
OR
  • A master's degree from an accredited college or university in maintenance, engineering, sustainability, green building, or a closely related field.
  • AND two (2) year of full-time professional work experience in facilities and operations management.

  • Ability to create change management tools such as communication plans, sponsor roadmaps, coaching/training plans, etc., to effectively manage change
  • Ability to work well with project stakeholders regardless of position or authority, including executive sponsors, team members, department heads, customers, vendors, and staff.
  • Excellent negotiation and consensus-building skills.
  • Ability to identify problems, determine accuracy and relevance of information and use sound judgment to generate and evaluate alternatives and to make recommendations.
  • Physical Demands:
    • Ability to walk distances across campus/around the building.
    • Ability to operate computers, tools, and controls.
    • Ability to climb and stoop occasionally.
    • Ability to move, lift, and position equipment, up to 20 lbs.

DEFINITION OF PROFESSIONAL EXPERIENCE:

Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Conditions of Employment:
  • Applicants must pass a background check prior to employment.

  • On-Call - must be available to respond to emergency situations.
